Negotiations with the Quarantine Department of the Dairy Input Association have been successful. The quarantine authorities have extended the permission to quarantine imported cows on farms till May 1, 2022.
According to the details, orders were issued by the Ministry of National Food Security and Research that imported animals will be quarantined within a radius of 50 km from the port. For this, instructions were issued to the importers to arrange a suitable place. Time till October 1, 2021 was given to implement these SOPs.
On the other hand, the importers are of the view that the quarantine condition within a radius of 50 km from the port is tantamount to stopping the import of animals, which will deal a big blow to commercial dairy farming. The importers say that it is impossible to prepare such a place around the port and then arrange food for the cows. On the other hand, even if such arrangements are made, it will increase the cost by $300 to $500 per cow, making it financially unviable to import cows. In addition, the double process of unloading at the port and then loading and unloading again at the farm can seriously affect the health of the animals.
Importers further say that cows also go through a quarantine phase in the country from which they are imported. In this regard, the health of the animals can also be assessed through symptoms at the port and the quarantine authorities can stop any animal they want. Importers say that the condition of the government quarantine facility in Karachi is not such that it can accommodate imported cows, for this, regular repairs of the quarantine house will be required. Keeping cows near the port after import is also wrong in terms of animal welfare.
On these concerns of the importers, a committee comprising members of the Dairy Input Association and quarantine officers was formed to prepare a relevant action plan regarding quarantine at the entry point. The committee includes Chairman Syed Hassan Raza, Ajmal Shahid, Chaudhry Sultan Mahmood and Dr. Umar Farooq from the Dairy Input Association. As a result of the association’s negotiations, the implementation of the new SOPs regarding temporary quarantine housing has been extended till May 1, 2022 so that a final and permanent solution can be found in this regard.
