Discussion with Chief Minister Balochistan Jam Kamal Khan – Balochistan Livestock Expo
وزیر اعلیٰ بلوچستان سے ملاقات ۔۔ مضامینِ نو، ڈاکٹر محمد جاسر آفتاب

I also met the Chief Minister Balochistan Jam Kamal Khan on the occasion of Balochistan Livestock Expo 2019. He understands the importance of the livestock sector and expressed deep interest in the discussion accordingly. Immediately called the secretary and asked him to stay in touch with me.

On this occasion, Minister for Livestock Balochistan Mitha Khan Kakar, Special Assistant to the Chief Minister and brother of the Chairman Senate, Ijaz Sanjrani and other important personalities were also present. The Chief Minister said that we are paying special attention to the livestock sector and the Livestock Department is quite active in this regard. The Chief Minister gave me his personal email address at the same time and said to email me suggestions regarding the improvement of the livestock sector of Balochistan.

Sharing Suggestions for the Livestock Sector

I wrote a brief on my return to the rest house and emailed it to the Chief Minister late at night. Along with this, I also emailed the PDF file of my book “Livestock Sector and Historical Four Years.” I expected that this email would either be overlooked or a formal reply would be given by a bureaucrat. But things were against expectations.

An Unexpected Response

There was no reply during the day, but at midnight, a reply of Thanks was received from the mobile phone. On trying to find out why the reply took so long, it was found that the Chief Minister was on a visit outside the city during the day.

It was possible that the Thanks would have been a formal reply and after that this email would have gone down somewhere, but it did not. What was most surprising for me was that about a week and a half later, I received an email from the Chief Minister asking about the follow-up related to the previous email. This convinced me that the email I sent was not a general government matter.

A Leader Who Listens

It is commendable for a Chief Minister to take the suggestions given by a common citizen so seriously and respond to it on a personal level. Perhaps Balochistan has got such a social and active Chief Minister.

Interaction with Students

During his stay in Quetta, many other things related to the Chief Minister of Balochistan came to light. In those days, an issue was going on in the University of Balochistan. After finishing the ceremony, when the Chief Minister came out of the auditorium, the youth were standing on one side of the lawn and raising slogans. Instead of sitting in a car under security and the convoy of vehicles leaving at speed, the Chief Minister himself crossed the road and got down on the lawn and started listening to the students’ problems directly.

Personal Interest in the Balochistan Livestock Expo

Since I had gone to Quetta in connection with the Balochistan Livestock Expo, I found the Chief Minister very active in this regard as well. This was the first and historic Livestock Expo of Balochistan, during the preparations of which the impression was being given that the Chief Minister was taking a personal interest in organizing it. After reaching Quetta, I found this impression to be absolutely correct.

The entire government machinery was active in connection with the organization of the Expo and ministers, high-ranking officers and other important government figures were constantly visiting the University of Balochistan and reviewing the arrangements. The Chief Minister himself came to the university and personally reviewed the arrangements.

Presence Throughout the Expo

The next day, during the Expo, it was possible that the Chief Minister would have attended only the opening ceremony, as President Arif Alvi was the chief guest. But here too, a completely different situation was seen. The Chief Minister gave time to the Expo in addition to the opening ceremony and, in addition to the formal visit to the stalls at the exhibition, also visited them personally along with the President of Pakistan.

Respect for Experts

In addition to the opening ceremony, the Chief Minister also sat in on the seminars organized on the occasion of the Expo. In one session, former Minister for Livestock Mumtaz Khan Manhais was discussing the importance of livestock farmers. When he wanted to end his speech due to running out of time, Chief Minister Jam Kamal Khan stopped him and said, “You can continue your speech, I am sitting here to listen to you. We are sitting here to learn from the experts.” Then the Chief Minister remained present till the end of the ceremony and listened to the discussions of all the experts.

A Dynamic and Active Administrator

A Chief Minister who is so interested in matters related to the Livestock Department will definitely have unique activities in the overall governance and in fact, this is the case. No matter who the Chief Minister is, he has to be a part of the same system and work within the same system; and no one can be perfect in this regard. But one thing can definitely be said about the Chief Minister of Balochistan that he is a dynamic, active and hardworking Chief Minister. He definitely has that yearning that distinguishes an administrator.

Connected with the Public

During his stay in Quetta, it was told that he is a unique Chief Minister. He takes personal interest in every work and is active. He also replies to non-bureaucratic officers on WhatsApp. On the other hand, he is also active on social media and keeps in touch with the youth.

A Hope for the Future of Balochistan

In a province like Balochistan, having a person like Chief Minister Jam Kamal as the Chief Minister is definitely a hope for improvement. It is very important that such a person is given time and given a free hand to work. The Chief Minister of Balochistan will be requested to pay special attention to creating employment opportunities for the youth of Balochistan along with development works and other aspects. In this regard, industry should be attracted to Balochistan and skill development programs should be started for the youth. Jam Kamal Khan is a good Chief Minister who will be remembered in history.
