VDA demands FIA investigation on the appointment of Deputy Registrar PVMC

The Veterinary Doctors Association (VDA) has demanded an investigation from the FIA ​​regarding the alleged controversial appointment of Deputy Registrar PVMC, the Pakistan Veterinary Medical Council. According to a statement issued by the VDA to the media, the court will be approached if an independent investigation is not conducted. On the other hand, the Pakistan Information Commission has summoned the Secretary/Registrar PVMC along with the records. This is the hearing summon for the appeal regarding the refusal to provide the records of the appointment of the Deputy Registrar PVMC at a citizen’s request.

Demands on Deputy Registrar PVMC Appointment

The Veterinary Doctors Association says that they will not accept any illegal appointment in the Pakistan Veterinary Medical Council. The veterinary community of Pakistan will never forgive those involved in such an appointment. Such an important appointment prime facie against the rules and regulations by the administration to look after the day-to-day affairs raises doubts and suspicions.

The Veterinary Doctors Association further says that legally there is neither a president of the council nor its executive committee. Any important decision by a self-proclaimed president is unacceptable. It has already been made clear in the media reports that the Deputy Registrar PVMC was appointed in a very fast and suspicious manner. The call letters were issued by Dr. Muhammad Akram on the same day that Dr. Muhammad Akram was attacked. Then the candidates were called for an interview at the hospital. The registrar was outside Pakistan, he was not waited for and he became part of the interview through video link.

The appointment in such an emergency further strengthens the suspicions. Along with this, the affiliation of the appointed Deputy Registrar to a particular veterinary college makes this appointment seem like a collusion.

The Veterinary Doctors Association (VDA) has demanded that the Secretary IPC should take notice of this matter and an FIA investigation should be conducted into the appointment, the motives behind it, the conflict of interest in it, and the role of the officers involved.

Questions on the Appointment by VDA

A transparent inquiry should be conducted into this regard as to why this appointment was made in the absence of the President, Vice President, and the Executive Committee, Veterinary Doctors Association Demands.

  • What are the factors behind the haste in the appointment?
  • What is the connection of the person who was appointed as the Deputy Registrar with a specific veterinary college?
  • How was the Punjab quota implemented on a single post?
  • As per the regulations, correspondence is the responsibility of the Secretary/Registrar, so how were the call letters issued by Dr. Akram?
  • How was a retired officer, who has no direct connection with PVMC, assigned as the appointing authority?
  • Why the ministry was bypassed regarding the gazette notification of the appointment?
  • According to the Service Regulations 2022, it is the responsibility of the Secretary Registrar to send the Gazette Notification, instead, why was the Gazette Notification issued in the name of a retired person?
  • Why is the Ministry silent on this whole matter so far?

If an independent investigation is not conducted into this matter, this appointment will be challenged in court. VDA says that we will take necessary steps for the survival and development of the Veterinary Profession Council in every respect.

Pakistan Information Commission Summon

On the other hand, regarding the same appointment, the Pakistan Information Commission has issued a hearing summon to the Secretary/Registrar to appear before the Commission in person or ensure representation of the institution through PIO or designated officer during the hearing. Otherwise, Failing to attend the hearing will result in an Ex-Parte decision, and responsibility will be dealt with according to the law. It should be noted that a citizen had asked for the records related to the appointment of the Deputy Registrar PVMC from the Registrar PVMC which was not provided. The citizen filed an appeal to the Pakistan Information Commission.
