They say that when smoke mixes with untimely fog, it creates smog. In reality, it is the visible consequence of severe air pollution. This was bound to happen. And unless we change our approach, what lies ahead could be even worse.

The Problem Did Not Appear Overnight

We never truly thought about the environmental consequences of our actions. Whenever someone raised concerns about environmental protection, they were often dismissed as overly conservative or accused of standing in the way of development. Blaming others will not solve the problem.

As the saying goes, worms in pickles develop from within. Likewise, much of the responsibility for today’s environmental crisis lies with us.

Development Without Limits

The definition of necessity has changed. Everyone has their own understanding of what is essential. When a person sees dozens of cars lined up on the screen outside their home, owning at least one vehicle naturally begins to feel like a necessity. Then, as lifestyles change, the concept of necessity continues to expand.

One car per family becomes one car for each individual, followed by two or even three vehicles per household. Easy financing and the banking system have further accelerated this trend.

As a result, roads are now crowded with motorcycles, rickshaws, and countless vehicles—often appearing to outnumber people themselves. These vehicles continuously emit smoke, generate noise, and contribute to environmental pollution.

Alongside them stand factories releasing pollutants into the atmosphere, with industrial zones expanding steadily around urban centers.

The air is becoming increasingly difficult to breathe. The water is no longer fit to drink. Canals have turned into drains, while polluted wastewater flows like black rivers into larger water bodies, damaging aquatic life and contaminating groundwater.

Although our roads, streets, and markets may appear familiar, one thing has changed dramatically—the population has grown at an extraordinary pace.

The Disappearing Green Shield

Perhaps the most important element in maintaining ecological balance is greenery. Trees, plants, forests, and agricultural fields all play an essential role in keeping the environment healthy.

Unfortunately, we are destroying them. Have we ever stopped to think about how much fertile agricultural land once existed beneath the housing societies in which we now live?

How many trees once stood where our homes have been built? Was that land originally meant for housing, or was it meant to produce food and sustain the environment?

From Farmland to Housing Societies

First, agriculture became increasingly difficult. Conditions gradually emerged that made farming less profitable, leaving many landowners financially vulnerable and increasingly discouraged from continuing agriculture.

Eventually, attractive opportunities were presented, and many farmers found themselves compelled to sell their land simply to survive. The land was then divided into residential plots and marketed as though it were more valuable than fertile farmland itself. Travel along almost any highway connecting Lahore to other cities today.

Instead of fields and rows of trees, housing societies dominate the landscape. This expansion is no longer confined to highways. Villages surrounding Lahore have steadily disappeared beneath expanding residential developments. At the same time, countless trees have been cut down.

Unfortunately, this situation is not unique to Lahore. Most major cities across Punjab face similar challenges, and even Pakistan’s capital has not escaped this pattern of development. Population growth certainly requires urban expansion.

However, cities can also be planned in ways that preserve fertile agricultural land, protect green spaces, and maintain ecological balance.

Instead, urban expansion has often surrounded industrial zones while simultaneously replacing fields and orchards with residential colonies.

Beyond Blaming Farmers

Population growth, increasing vehicle ownership, expanding industries, and urban development will undoubtedly continue. As these activities increase, air and water pollution will also intensify. In such circumstances, blaming farmers alone for burning crop residues cannot solve the problem, even though crop burning contributes to seasonal pollution. It is often said that stronger environmental laws are needed.

The reality is that laws already exist. Institutions also exist. The problem lies in their implementation. Too often, enforcement focuses primarily on those with the least power. Section 144 is imposed on farmers. Small factories are fined. Brick kiln owners are threatened. Rickshaw drivers and bus operators receive challans. Simply penalizing weaker segments of society will not resolve Pakistan’s environmental crisis.

Protecting the Environment Requires Collective Action

Environmental protection laws must apply equally to everyone. Industries, transport systems, businesses, developers, and individuals all have responsibilities. Environment-friendly technologies must be adopted more seriously. Above all, the remaining green belts surrounding our cities must be protected as an emergency priority.

Tree plantation must move beyond ceremonial campaigns and become a genuine national commitment.

At the same time, the unchecked conversion of fertile agricultural land, orchards, and green areas into residential and commercial projects must be carefully reconsidered.

A Beautiful Hell

If hostility toward the environment continues, even cities built of diamonds and precious stones will not survive.

The continuous destruction of trees, agricultural land, and green spaces will transform Pakistan’s major cities into beautifully illuminated places that are increasingly difficult to live in. The environmental damage will deepen.

Climate change will become even more severe. Today, we are struggling with smog. Tomorrow, humanity may face environmental crises that are even more dangerous—and perhaps beyond our ability to control.

The warning signs are already before us. The question is whether we are willing to act before it is too late.

دھندلی نظر ، چبھتی آنکھیں ،تکلیف زدہ چہرے ،دکھتے گلے اور سانس لینا محال ۔دم گھٹتا ہے کہ فضا نے جیسے قید کر لیا ایک غیر شفاف شیشے کے خول میں اور انسان بے بس۔ کہتے ہیں کہ دھواں مل گیا بے وقت دھند سے اور سموگ بن گئی۔ عمل دخل فضائی آلودگی کا ہے۔
یہ ہوتا ہے اور یہ ہونا ہی تھا ، آگے اور بہت کچھ ہوگا اور اس سے بھی برا ہو گا۔ کبھی سوچا ہی نہیں، اگر کسی نے سوچنے کا کہا تو اسے بے وقوف قدامت پسند کہتے ہوئے زندگی میں ترقی نہ کرنے کی پکی خبر بھی سنا دی۔ کسی کو الزام دینے سے کچھ نہیں ہوتا۔ اچار میں کیڑے اندر ہی سے پڑتے ہیں۔ یہاں بھی خرابی ہم ہی میں ہے۔
ضرورت کا کوئی معیار نہیں کہ ہر ایک کی اپنی اپنی تعریف، مگر جب گھر میں لگی چھوٹی سکرین پر ایک شخص کے پیچھے بیسیوں گاڑیوں کی قطار نظر آئے گی تو پھر عام آدمی اپنے لئے بیس نہیں تو کم از کم ایک گاڑی کویقیناََ ضروری سمجھے گا۔ پھر جیسے جیسے بھوک مٹتی ہے ضرورت کا دائرہ کار وسیع ہوتا جاتا ہے اوربات ایک خاندان کے لئے ایک گاڑی سے ہرفرد کے لئے ایک ایک اور پھرایک ایک سے دو دو تین تین تک پہنچ جاتی ہے۔ بینکنگ سسٹم نے کام اور آسان کر دیا اور گاڑیاں ہی گاڑیاں ہو گئیں۔ یہ رکشے ،موٹر سائیکلیں گاڑیاں ہماری ہی ہیں جو سڑکوں پر انسانوں سے بھی زیادہ تعداد میں دیکھائی دیتی ہیں، دھواں چھوڑتی ہیں، شور مچاتی ہیں اور آلودگی پھیلاتی ہیں۔ اس کے ساتھ ساتھ زہر اگلتے کارخانے اور شہروں کے ارد گرد ان کی بڑھتی تعداد۔ فضا سانس لینے کے قابل نہیں رہی، پانی پینے لائق نہیں رہا۔ نہریں نالے بن گئیں اور گندے نالے کالے ناگ، یہاں سے آلودہ پانی دریاؤں کا حصہ اور پھر آگے آبی حیات کے ساتھ ساتھ زیر زمین پانی کی تباہی۔ سڑکیں وہی ہیں، گلیاں ویسی ہیں، بازار پرانے ہیں، مگر آبادی وہ نہیں کہ لوگ بڑھتے گئے بڑی تیزی سے۔
اہم سبزہ ہے کہ ماحولیاتی توازن قائم رکھتا ہے۔ درخت، پودے، کھیت ماحول کو تازہ رکھنے میں کردار ادا کرتے ہیں۔ یہ سب تو ہم تباہ کررہے ہیں ۔ کیا کبھی سوچا کہ جس ہاؤسنگ سوسائٹی کے گھر میں ہم رہتے ہیں اس کے نیچے کتنی زرخیز زمین تھی یا اس جگہ کتنے گھنے درخت تھے۔ کبھی سوچا کہ جس زمین پر ہم نے عالیشان کوٹھی تعمیر کر رکھی ہے، کیا یہ زمین اسی کام کے لئے تھی۔ پہلے زراعت کے شعبہ کو تباہ کیا، حالات ایسے پیدا کئے کہ زمیندار بدحال ہو کر کھیتی باڑی سے متنفر ہو جائے، پھر اسے سبز باغ دیکھائے اور آخر کار مجبور کر دیا کہ کوڑیوں کے بھاؤ زمین کو بیچ کر جان چھڑا لے ۔ مافیا نے اس زمین کو تراشا اور ہیرے کی طرح بیچنے لگا ۔ لاہور کو دوسرے شہر سے ملاتی کسی بھی شاہراہ پر چل پڑیں، سڑک کنارے درختوں اور کھیتوں کی بجائے سینکڑوں ہاؤسنگ سوسائیٹیاں نظر آئیں گی۔ہائی ویز تو چھوڑیں لاہور کے ارد گرد دیہات کے دیہات کھا چکا ہے یہ مافیا ۔ اُدھر درختوں کا قتل عام الگ سے جاری ہے ۔ یہ صرف لاہور تک محدود نہیں کہ پنجاب کے اکثر شہروں میں حالت یہی ہے اور بدقسمتی سے پاکستان کا دارلحکومت بھی اس ظلم سے بچ نہیں سکا۔ مانا کہ آبادی بڑھنے سے شہر بڑھتے ہیں مگر اس کے لئے ایسی زمینوں کا بھی تو انتخاب ہو سکتا ہے جس سے ایکو سسٹم تباہ نہ ہواورسبزہ بچ جائے۔ کیا بری پلاننگ ہے کہ شہر پھیل کر انڈسٹریل ایریا زکو گھیر چکے ہیں اور نئی رہائشی کالونیاں کھیتوں اور باغات کو مٹاتی ہوئی شہروں اور انڈسٹریل ایریا کا حصہ بن گئی ہیں۔
ضرورت ہے اور مجبوری بھی کہ گاڑیاں ایسے ہی بڑھتی رہیں گے، نام نہاد ترقی کے ساتھ ساتھ کارخانوں کی تعداد میں اضافہ ہوتا رہے گا، فضائی اور آبی آلودگی میں شدت آتی جائے گی۔ اب صرف کسان کو الزام دینے سے مسئلہ حل نہیں ہو گا کہ وہ تو سالوں سے فصلوں کی باقیات کو آگ لگا رہا ہے۔ بڑا رسمی سا فقرہ ہے کہ ماحول کی حفاظت کے لئے قوانین بنانے ہوں گے۔ قانون تو موجود ہے اور ادارے بھی مگر بد قسمتی سے یہ لاگو اس پر ہوتا ہے جو کمزور ہے۔ کسان پر دفعہ 144 لگا دی، چھوٹی چھوٹی فیکٹریوں کو معمولی جرمانے کر دیے، بھٹوں والوں کو دھمکیاں دے دیں، رکشے بس والے کا چالان کر لیا۔ حضور ان غریبوں کو دبانے سے کچھ نہیں ہو گا۔ جو ماحول کی حفاظت سے متعلق قوانین ہیں انہیں سب پر لاگو کرنا پڑے گا۔ ایکو فرینڈلی ٹیکنالوجی پر جانا ہو گا۔ سب سے اہم کہ شہر وں کے ارد گرد جو گرین زون بچ گئے ہیں ان کی ہنگامی بنیادوں پر حفاظت کرتے ہوئے شجر کاری پر کاغذی نہیں بلکہ حقیقی معنوں میں کام کرنا ہو گا ۔ قابلِ کاشت زمین اور باغات وغیرہ کو تباہ کر کے کسی بھی رہائشی یا کمرشل سہولت کی فراہمی پر فوراََ پابندی لگانا ہو گی۔
یاد رکھیں کہ ماحول سے دشمنی ہیرے جواہرات سے بنے شہروں کو بھی غرق کر دے گی ۔درختوں اور سبزے کی اس طرح سے تباہی پاکستان کے بڑے شہروں کو روشنیوں سے جگمگاتی ایسی خوبصور ت جہنم بنا دے گی کہ یہاں رہنا مشکل ہو جائے گا۔ ماحول تباہ ہو جائے گا اور موسمی تغیرات سمجھ سے باہر۔ ابھی تو صرف سموگ کا سامنا ہے ،آگے مزید ایسے حالات پیدا ہو سکتے ہیں جن کو کنٹرول کرنا انسان کے بس میں نہیں رہے گا۔
