Livestock and Dairy Development Strategy – Dairy Sector Development Strategy under GRASP

Livestock and Dairy Development Strategy is an important part of the work on Livestock Development Strategies. Sindh government has collaborated with EU through GRASP project for this work. The Dairy Sector Development Strategy is a comprehensive framework designed to harness the dairy industry’s potential for driving economic growth in Sindh. This province-wide initiative for Dairy Development Strategy focuses on collaborative efforts among stakeholders, including public institutions, private sector organizations, and international partners, to ensure the dairy sector’s sustainable development.

Livestock and Dairy Development Strategy   

Sindh’s dairy sector holds immense potential to drive economic progress and uplift rural livelihoods. A series of actionable recommendations have been proposed to modernize and strengthen the sector through innovation, collaboration, and sustainable practices. Here’s an overview of the transformative steps being envisioned under the Dairy Sector Development Strategy for Sindh.

Robust Governance Framework for Livestock and Dairy Development 

To achieve its objectives, the strategy emphasizes the creation of an effective governance framework, spearheaded by the Livestock Development Council (LDC). This council, part of the Livestock Policy governance structure, will oversee financial, operational, and technical aspects of strategy implementation.

A dedicated dairy sector subcommittee, composed of public and private sector representatives, will provide high-level consultation on policy, regulation, and trade matters. This group will also monitor the implementation process, recommend policy adjustments, and propose resource allocations to ensure long-term relevance and effectiveness.

Enforcing Quality and Safety Standards

The Sindh Dairy Produce Act is proposed to regulate the manufacturing, marketing, and export of dairy products, emphasizing raw milk safety through controlled cold chain environments. A gradual rollout starting at district levels will set the stage for province-wide improvements.

Addressing Price Regulation and Market Efficiency

Removing dairy products from the Sindh Essential Commodities Act will eliminate rigid price controls. A technical committee will be established to determine milk prices at the district level, ensuring fairness for both farmers and consumers.

Strengthening Animal Health and Genetic Improvement

To combat diseases and improve livestock productivity, initiatives include establishing disease control zones, private vaccine production facilities, and a dedicated epidemiology authority. Moreover, Programs for genetic mapping, artificial insemination (AI), and upgraded breeding research centres will enhance local breeds like the Red Sindhi Cow and Kundhi Buffalo.

Improving Feed and Fodder Systems

Innovative fodder production, supported by public-private partnerships (PPPs) and climate-smart research, will ensure a sustainable feed supply. Matching grants and technical training will promote modern feed technologies like silage and hay production.

Empowering Rural Communities

Capacity-building programs targeting smallholders, women farmers, and rural cooperatives will focus on dairy farm management, hygienic milk production, and value-added product development. Special initiatives, including gender quotas and scholarships, aim to increase female representation in veterinary and dairy practices.

Boosting Investment and Renewable Energy

A phased introduction of minimum pasteurization laws, quality control measures, and specialized food testing laboratories will improve milk safety and open doors to premium markets. Encouraging dairy cooperatives will strengthen smallholder supply chains and foster collaboration.

Leveraging Research and Innovation

Establishing genetic and breeding laboratories, alongside collaborative research grants, will propel Sindh’s dairy sector into a modern era of data-driven innovation. Regular livestock censuses and dairy sector surveys will provide actionable insights to guide future strategies.

Promoting Value Addition

Hands-on training for rural communities, especially women, will focus on producing value-added dairy items like yoghurt, cheese, and butter, increasing profitability and diversifying income streams for small farmers.
