The Global Halal Market and Pakistan’s Opportunity: Why Halal Certification Matters

For a Muslim, the concept of halal and haram is all that matters in choosing essential items. What we eat, what we wear, what we use for makeup, do business with, receive treatment through, travel with, or use for entertainment—everything raises one important question: Is it halal?
Why the Halal Market Is Growing Worldwide
In Muslim countries, consumers may not have much difficulty in obtaining halal products and services, but for Muslims living in non-Muslim societies, the availability of halal products is of great importance.
On the other hand, due to concerns about quality and health, not only Muslims but also people of other religions are increasingly interested in halal products, especially halal food. This demand has created a separate halal market alongside the general consumer market, giving rise to the concept of the global halal market.
This market is not limited to Muslim-majority countries. It also has a significant presence in Europe, America, and many other non-Muslim regions.
Pakistan’s Small Share in a Huge Market
Pakistan’s share in the global halal market is very small. India and China have a much larger share.
Agriculture and livestock, although not always among the government’s highest priorities, remain the backbone of Pakistan’s economy. These sectors have the potential to play a fundamental role in the halal market.
Pakistani investors possess the capability to establish a strong position for their products in the international halal industry. However, government support will be essential to achieve this goal.
The Need for Halal Assurance in Pakistan
Before discussing Pakistan’s place in the international halal market, an important question arises closer to home.
Are the food products, cosmetics, and other imported goods being used in Pakistan actually halal? Are any haram ingredients being used in their manufacture?
These concerns led to the establishment of the Punjab Halal Development Agency.
The International Halal Conference
The Punjab Halal Development Agency recently organized an International Halal Conference.
Foreign delegations, along with experts from Pakistan, participated in this two-day conference held at a local hotel in Lahore. Pakistani companies interested in the halal industry established stalls to showcase their products.
During the technical sessions, experts highlighted various aspects of the halal industry and Pakistan’s potential role in the global halal market.
To create awareness among both investors and consumers, a Pakistani cuisine competition was also organized with the support of Kotham, in which college students participated.
A Journey of Consistency
This was not the first Halal Conference. In fact, it was the sixth conference, and one of its greatest achievements is that its continuity has remained unbroken over the past five years.
Despite limited resources, government indifference, and pressure from vested interests, the efforts of the Agency’s Chairman, Justice (Retd.) Khalilur Rehman Khan, to keep this initiative alive through his personal commitment deserve appreciation.
The Role of the Punjab Halal Development Agency
The Punjab government initially established the Halal Development Cell and later upgraded it to the Punjab Halal Development Agency through formal legislation.
The Pakistan National Accreditation Council (PNAC) has also recognized it as a certification body.
Today, this institution is the only government organization in Pakistan authorized to certify products as halal. Its certified products are internationally recognized as Certified Halal, because the Malaysian organization JAKIM has authorized it to conduct international halal certification.
Building Standards Instead of Conducting Raids
“With the approval of the Punjab Halal Development Agency Act, we have obtained the legal authority to take action. However, I do not believe in conducting raids. Such activities may receive applause, but they do not produce lasting results. The real need is to develop halal standards for the promotion of the halal industry. We want to build a strong foundation through awareness and training. That is why practical training is provided before certifying any organization.”
These were the views expressed by Justice Sahib during a meeting.
A Valuable Resource for Consumers
One of the Agency’s most significant achievements is the preparation of a book containing the food additives used in various products.
Whenever you purchase a food product—for example, a packet of chips—you will notice food additives listed in the form of codes. These are known as E Numbers, and each code represents the same ingredient worldwide.
The Punjab Halal Development Agency has compiled these codes into a comprehensive book with the assistance of institutions from other countries.
The book explains the source of every additive, its purpose, and whether it is halal or haram. With its help, consumers can determine for themselves whether a product contains any prohibited ingredients.

Greater Government Support Is Needed
Despite very limited resources, this institution continues its work.
The government should give special attention to the Punjab Halal Development Agency and allocate dedicated funds for its activities.
If the government genuinely supports this institution and provides the necessary facilities to industrialists, Pakistan can establish a much stronger position in the rapidly expanding global halal market.

روزمرہ کی اشیاء ۔۔ جو کچھ بھی استعمال کرتے ہیں ۔۔ بطور کنزیومرہمارا یہ حق ہے کہ ہمیں علم ہو ۔۔ علم اس بات کا کہ کیا استعمال کر رہے ہیں ۔ ۔ اس کی اصل حقیقت کا علم۔ ایک مسلمان کے لئے اشیائے ضروریہ کے انتخاب میں سب اہم حلال اور حرام کا تصور ہوتا ہے۔ ہم جو کھاتے، ہم جو پہنتے ہیں، جو سنگھار کرتے ہیں، کاروبار کرتے ہیں، علاج کرواتے ہیں، سفر کرتے ہیں، تفریح کرتے ہیں ، وغیرہ وغیرہ ۔۔ کیا یہ سب حلال ہے ؟ مسلم ممالک میں تو شاید صارفین کو حلال پروڈکٹس اور سروسز کے حصول میں اتنی دقت نہ ہوتی ہو مگر غیر مسلم معاشروں میں موجود مسلمانوں کے لئے حلال پروڈکٹس کی فراہمی بڑی اہمیت رکھتی ہے۔ دوسری جانب کوالٹی اور صحت کے مسائل کی بدولت مسلمانوں کے ساتھ ساتھ دیگر مذاہب کے لوگ بھی حلال پروڈکٹس خصوصاََ حلال فوڈ میں گہری دلچسپی رکھتے ہیں۔ یہی وہ ضرورت ہے جو عام مارکیٹ کے ساتھ ساتھ حلال مارکیٹ کی بنیاد رکھتی ہے اور اسی سے پھر گلوبل حلال مارکیٹ کا تصور ابھرتا ہے۔ یہ مارکیٹ صرف مسلم اکثریتی ممالک تک محدود نہیں بلکہ یورپ ، امریکہ اور دیگر غیر مسلم خطوں میں بھی اس کا بڑا سکوپ ہے۔
گلوبل حلال مارکیٹ میں ہمارا حصہ بہت کم ہے۔ ہندوستان اور چین کا ہم سے زیادہ ہے، کئی گنا زیادہ ۔زراعت اور لائیوسٹاک ۔۔ اگرچہ حکومت کی یہ ترجیحات نہیں ۔۔ مگر ہماری معیشت کا انحصار انہی شعبوں پر ہی ہے۔ ہم حلال مارکیٹ میں بنیادی کردار ادا کرسکتے ہیں۔ پاکستانی سرمایہ کار میں اتنا پوٹینشل موجود ہے کہ گلوبل حلال مارکیٹ میں اپنی پروڈکٹس کی اچھی جگہ بنا سکے ۔۔ مگر اس کے لئے حکومت کا تعاون ضروری ہو گا۔ چلیں دنیا کی حلال مارکیٹ میں جگہ بنانے کی بات تو بعد میں کریں گے، یہاں ضروری یہ ہے کہ پاکستان میں جو ہم کھانے پینے کی اشیاء، کاسمیٹکس اور دیگر مصنوعات استعمال کر رہے ہیں ، خصوصاََ وہ مصنوعات جو امپورٹ کی جاتی ہیں، کیا حلال ہیں ؟۔کیا ان مصنوعات کی تیاری میں حرام اجزاء کی آمیزش تو نہیں ہوتی ؟ اسی سوچ نے حلال ڈیویلپمنٹ ایجنسی کی بنیاد رکھی۔
پنجاب حلال ڈیویلپمنٹ ایجنسی نے گزشتہ دنوں انٹر نیشنل حلال کانفرنس کا انعقاد کیا۔ لاہور کے مقامی ہوٹل میں منعقدہ اس دو روزہ کانفرنس میں غیر ملکی وفود کے ساتھ ساتھ پاکستان سے ماہرین نے شرکت کی۔ حلال مارکیٹ میں دلچسپی رکھنے والی پاکستانی کمپنیوں نے اپنی مصنوعات کی نمائش کے لئے سٹالز لگائے۔ ٹیکنیکل سیشنز میں ماہرین نے حلال انڈسٹری کے مختلف پہلوؤں اور گلوبل حلال مارکیٹ میں پاکستان کے ممکنہ کردار پر روشنی ڈالی ۔ سرمایہ کاروں کے ساتھ ساتھ صارفین کی دلچسپی کے لئے کوتھم کے تعاون سے پاکستانی پکوان کا مقابلہ بھی کروایا گیا جس میں کالجز کی طالبات نے شرکت کی ۔یہ حلال کانفرنس پہلی دفعہ منعقد نہیں ہوئی بلکہ چھٹی کانفرنس ہے، اور خوبصورت بات یہ ہے کہ گزشتہ پانچ سالوں میں اس کا تسلسل ٹوٹا نہیں۔ محدود وسائل، حکومتی عدم دلچسپی اور مافیا کا دباؤ، اس کے باوجود اپنی مدد آپ کے تحت ایجنسی کے چیئرمین جسٹس (ر) خلیل الرحمٰن خاں کا کوشش جاری رکھنا قابلِ ستائش ہے۔
حکومتِ پنجاب نے پہلے حلال ڈیویلپمنٹ سیل قائم کیاپھر اسے ایجنسی کادرجہ دے دیا۔ اب یہ ادارہ باقاعدہ قانون سازی کے ذریعے پنجاب حلال ڈیویلپمنٹ ایجنسی کے نام سے معرضِ وجود میں آ چکا ہے۔ پاکستان نیشنل ایکریڈیٹشن کونسل (PNAC)نے اسے سرٹیفیکیشن باڈی کا بھی درجہ دے دیا ہے۔ یہ ادارہ پاکستان کا واحد سرکاری ادار ہے جو کسی بھی پراڈکٹ کو حلال ہونے کی سند دے سکتا ہے۔ اس ادارے کی سند یافتہ مصنوعات اب بین الاقوامی مارکیٹ میں بھی ” سرٹیفائیڈ حلال” تسلیم کی جاتی ہیں کیونکہ ملائیشیا کے ادارے JAKIM نے اسے انٹرنیشنل حلال سرٹیفیکیشن کا اختیار دے دیا ہے۔
” پنجاب حلال ڈیویلپمنٹ ایجنسی ایکٹ کی منظوری سے ہمیں قانونی کارروائی کا حق حاصل ہو گیا ہے مگر میں پکڑ دھکڑ میں یقین نہیں رکھتا۔ اس طرح کی سرگرمیوں سے سوائے تالیاں بجوانے کے کچھ حاصل نہیں ہوتا۔ حلال انڈسٹری کے فروغ کے لئے ضروری ہے کہ حلال سٹینڈرڈز پر کام کیا جائے۔ ہم آگاہی اور تربیت کی بدولت مضبوط بنیادیں قائم کرنا چاہتے ہیں۔ اسی لئے کسی بھی ادارے کی سرٹیفیکیشن سے پہلے اس کی عملی تربیت کی جاتی ہے”۔ جسٹس صاحب نے ایک ملاقات میں بتایا ۔
اس ادارے کا سب اہم کارنامہ مختلف مصنوعات میں استعمال ہونے والےfood additivesپر مشتمل کتاب کی تیاری ہے۔ آپ جب کوئی کھانے کی چیز خریدیں، مثلاََ چپس کا پیکٹ۔ اس پروڈکٹ میں استعمال ہونے والے food additives ایک کوڈ کی شکل میں درج ہوتے ہیں۔ یہ کوڈ E Number کہلاتے ہیں جو دنیا بھر میں ہر جزو کے لئے ایک ہے ۔ پنجاب حلال ڈیویلپمنٹ ایجنسی نے دیگر ممالک کے اداروں کی معاونت سے ان کوڈز کو ایک کتاب میں اکٹھا کر دیا ہے۔ کتاب میں ہر کوڈ کے آگے اس additive کا source،اس کا استعمال اور اس کا حلال یا حرام ہونا درج ہے۔ اس کتاب کی بدولت آپ کسی بھی چیز کا خود اندازہ لگا سکتے ہیں کہ اس میں کوئی ایسا Additive تو موجود نہیں جو حرام ہو۔ کتاب کا حصول مشکل نہیں، معلومات اس ویب سائیٹ سے حاصل کی جاسکتی ہیں www.phda.com.pk۔
انتہائی محدود وسائل کے باوجود یہ ادارہ کام کر رہا ہے ۔ حکومت کو اس جانب خصوصی توجہ دینی چاہئے اور اس سلسلے میں خصوصی فنڈز جاری کرنے چاہئیں۔اگر حکومت اس ادارے میں حقیقی دلچسپی لے اور صنعت کاروں کو سہولیات فراہم کرے تو پاکستان حلال مارکیٹ میں بہتر کردار ادا کرسکتا ہے۔
