Dairy Farmers rejected Buffalo Dung Tax, demanded the price of Dung against its collection
The Punjab government, under the “Suthra Punjab Program,” has decided to collect a daily fee of Rs. 30 per buffalo for the collection and cleaning of dung in cattle colonies. This initiative of buffalo dung tax will be 168 cattle colonies across the province, including Lahore. Initially, it will be implemented in Harbanspura and Gujjarpura cattle colonies. According to officials, the project aims to promote alternative energy sources by producing biogas from dung.
DCFA Pakistan Rejected Buffalo Dung Tax
However, the Dairy and Cattle Farmers Association Pakistan has rejected this move, terming it an “animal tax.” The association’s central leader, Shakir Umar Gujjar, stated in a detailed statement that imposing a tax on dung is unjust to farmers, as it is their asset and not waste to be taxed. Central Punjab President Saqib Saleem, Corporate Division President Islam Ashraf Butt, General Secretary Shahid عمران Gondal, and other leaders also expressed serious concerns.
Demand Price against Dung Like BRT Karachi
Shakir Umar Gujjar emphasized that the Punjab government should adopt a policy similar to the Karachi Red Line BRT biogas project in Sindh, where dung is purchased from farmers and they are paid accordingly. According to him, this model treats farmers as partners, which not only increases their income but also supports the success of environmentally friendly energy projects.

He further stated that if the Punjab government truly wants to promote biogas projects, it should purchase dung from farmers at a fair price and establish a transparent collection system. Otherwise, this tax will increase the cost of dairy farming, directly impacting milk and meat prices and potentially affecting the country’s food security. He added that farmers are already facing high costs of feed, medicines, and energy, and additional taxes could force them out of the sector.

Appreciated the Punjab Government
However, the association appreciated the initiative of proper dung collection and cleaning in cattle colonies, stating that it will improve sanitation and help generate alternative energy through biogas. At the same time, they firmly rejected the decision to impose a tax on dung.

لاہور (جاسر آفتاب ڈاٹ کام) پنجاب حکومت نے”ستھرا پنجاب پروگرام“کے تحت گوالہ کالونیوں میں بھینسوں کے گوبر کو اکٹھا کرنے اور صفائی کے لیے فی بھینس 30 روپے روزانہ فیس وصول کرنے کا فیصلہ کیا ہے۔لاہور سمیت صوبہ بھر کی 168گوالہ کالونیوں میں اس اقدام کااطلاق کیا جائے گا جبکہ ابتدائی طور پر ہربنس پورہ اور گجر پورہ گوالہ کالونیوں میں اس کا آغاز کیا جا رہا ہے۔ حکام کا کہنا ہے کہ اس منصوبے کے تحت گوبر سے بائیو گیس یار کر کے توانائی کے متبادل ذرائع کو فروغ دیا جائے گا۔
تاہم ڈیری اینڈ کیٹل فارمرز ایسوسی ایشن پاکستان نے اس اقدام کو“جانور ٹیکس”قرار دیتے ہوئے مسترد کر دیا ہے۔ ایسوسی ایشن کے مرکزی رہنما شاکر عمر گجر نے اپنے تفصیلی بیان میں کہا کہ گوبر پر ٹیکس عائد کرنا کسانوں کے ساتھ ناانصافی ہے کیونکہ یہ ان کا اثاثہ ہے نہ کہ کوئی فضلہ جس پر ٹیکس لیا جائے۔ صدر سنٹرل پنجاب ثاقب سلیم، صدر کارپوریٹ ڈویژن اسلام اشرف بٹ، جنرل سیکرٹری شاہد عمران گوندل اور دیگر رہنماؤں نے بھی شدید تحفظات کا اظہار کیا۔
گوبر کی قیمت دی جائے
شاکر عمر گجر نے اس بات پر زور دیا کہ حکومت سندھ کے کراچی میں جاری ریڈ لائن بی آر ٹی بائیو گیس منصوبے کی طرز پر پالیسی اپنائی جائے، جہاں فارمرز سے گوبر خریدا جا رہا ہے اور انہیں باقاعدہ ادائیگی کی جا رہی ہے۔ ان کے مطابق اس ماڈل میں کسان کو شراکت دار بنایا گیا ہے، جس سے نہ صرف اس کی آمدن میں اضافہ ہوا بلکہ ماحول دوست توانائی کے منصوبے بھی کامیابی سے آگے بڑھ رہے ہیں۔
شاکر عمر گجر نے کہا کہ اگر پنجاب حکومت واقعی بائیو گیس منصوبوں کو فروغ دینا چاہتی ہے تو اسے چاہیے کہ گوبر کسان سے مناسب قیمت پر خریدے اور کولیکشن کا ایک شفاف نظام قائم کرے۔ بصورت دیگر یہ ٹیکس ڈیری فارمنگ کی لاگت میں اضافہ کرے گا، جس کا براہِ راست اثر دودھ اور گوشت کی قیمتوں پر پڑے گا اور ملک کی فوڈ سیکیورٹی بھی متاثر ہو سکتی ہے۔انہوں نے مزید کہا کہ کسان پہلے ہی مہنگی فیڈ، ادویات اور توانائی کے اخراجات کا سامنا کر رہا ہے، ایسے میں مزید ٹیکسز اسے اس شعبے سے باہر دھکیل سکتے ہیں۔
تاہم ایسوسی ایشن نے گوالہ کالونیوں میں گوبر کی باقاعدہ کولیکشن اور صفائی کے اقدام کو سراہتے ہوئے کہا کہ اس سے صفائی کے مسائل میں بہتری آئے گی اور بائیو گیس کے ذریعے متبادل توانائی کے حصول میں مدد ملے گی۔ دوسری جانب گوبر پر ٹیکس لاگو کرنے کے فیصلے کو مسترد کر دیاگیا ہے۔
