
Expert Committee constituted to review PVMC Act and PASC Bill
Ministry of National Food Security and Research (Livestock Wing) has constituted an Expert Committee to conduct a thorough review of the Pakistan Veterinary Medical Council Act (PVMC Act 1996 and to evaluate the proposed Pakistan Animal Science Council Bill (PASC Bill). This development comes as part of the government’s initiative to align veterinary and animal sciences legislation with modern sectoral demands and global best practices.
According to the official notification issued by the Ministry, the committee will be led by Dr. Talat Naseer Pasha (HI, SI), Director General of the Punjab Agriculture, Food and Drug Authority, Lahore, as the Convener. Other members of the committee include Dr. Hamid Jalil, former Member of Food Security and Climate Change at the Planning Commission of Pakistan; Prof. Dr. Muhammad Younas, former Dean of the Faculty of Animal Husbandry at the University of Agriculture, Faisalabad; Dr. Intizar Ahmad Khan, Chief Research Officer at the Buffalo Research Institute, Pattoki; and Dr. Syed Murtaza H. Andrabi, Animal Husbandry Commissioner. Dr. MH Andrabi will serve as the Secretary of the committee.
TORs to Review PVMC Act and PASC Bill
The committee has been entrusted with several responsibilities. It will review the Pakistan Veterinary Medical Council PVMC Act of 1996 and conduct a detailed legal and technical appraisal to identify existing gaps, inconsistencies, and areas needing revisions or additions. It will also examine the draft of the Pakistan Animal Science Council (PASC Bill) and provide expert recommendations to ensure it aligns with national priorities in the animal health and livestock sectors. In addition, the committee will conduct comprehensive stakeholder consultations with professional organizations, universities, private and public institutions, and civil society representatives to ensure inclusiveness and broad-based input.

Based on these evaluations and consultations, the committee will prepare a set of actionable, forward-looking recommendations aimed at strengthening the legal, institutional, and operational framework of the PVMC. The final report is to be submitted within one month from the committee’s formal constitution.
