Committee on Rightsizing of Ministry of National Food Security and Research Seeks Implementation Plans

In light of the decision of the federal cabinet regarding the rightsizing of the federal government, steps are being taken for the Restructuring and Rightsizing of Ministry of National Food Security and Research along with other ministries. A special committee has been formed in this regard, which will prepare a plan of action for implementation and submit recommendations to the federal secretary.

The committee has called briefings from the ministry departments and affiliated organizations regarding rightsizing. The departments/organizations will submit necessary information and recommendations to the committee regarding the implementation of the decision. The committee will compile the recommendations of all the relevant departments and submit recommendations to the federal secretary for implementation.

 

Recommendations for Rightsizing of Ministry

According to sources, it has been recommended to restructure the ministry by limiting the mandate of the Ministry of National Food Security and Research. The number of employees will be reduced while vacant posts will be abolished.

It has been recommended to wind up the Livestock and Dairy Development Board (LDDB) and the Fisheries Development Board (FDB), and transfer their functions to the provinces.

It has been proposed that most of the functions of the National Veterinary Laboratory (NVL) should be the responsibilities of provinces. However, a plan will be prepared for the full devolution.

It has been proposed to retain the Animal Quarantine Department according to international obligations. It will be integrated with Pakistan Single Window as a lean digital entity. Moreover, the workforce will be reduced by fifty percent by eliminating vacant posts. Further KPI-based performance management system will be implemented.

Regarding the rightsizing of the Pakistan Agricultural Research Council (PARC), it has been recommended to review the performance and impact of the institution through a third party and limit the work in it to a lean, non non-overlapping role with a path to self-sufficiency.

Overall, it is proposed to reduce the scale of the Ministry of National Food Security and Research by thirty percent under restructuring and rightsizing of Ministry of National Food Security and Research

On the other hand, it is being demanded that the federal institutions and departments related to livestock should be kept active. They play their role in policy coordination between the provinces as well as in the most important development projects. These institutions also represent Pakistan in the livestock sector at the global level.
