A Long-Term Solution for the Dairy Sector
If the government wants a long-term solution to this problem, then it should do one thing, stop fixing the price of milk. Not only in Punjab but in all provinces. In Sindh, the matter is more serious that force is used to control the price. Shakir Umar Gujjar, President of the Dairy Farmers Association of Karachi, and his colleagues raise their voices but no one pays attention.
When the farmer has to make all the arrangements for the animal, fodder, hay, medicines and other things under the open market, then his milk should also be sold on the principle of the open market. How long will the farmer continue to sell at a price lower than the cost of production; eventually he will have to close the business.
This will lead to the farmer also being eliminated and the animals will also be reduced. A time will come when the entire nation will be forced to drink washing machine milk.
Changing Public Attitudes Is Equally Important
On the other hand, we have to change our attitudes. For the survival of our species, we have to end convenience. We have to buy real milk wherever we get it, at whatever price we get it, and we have to stop shouting when the price of milk increases.
Because when you control the price, the milkman will manage his milk and then prepare and serve it according to your price. The result is that the mother is making a poison feeder for her child with her own hands.

خود خاموش رہا کہ زرا دیکھوں تو سہی ۔۔ کیا ہوا،بس شور مچا ۔۔ دوڑیں، چھاپے، لیبارٹریاں، ٹیسٹ ۔۔ اسے پکڑ لو، اُسے بند کر دو ۔۔ جرمانے، وارننگ ۔ نتیجہ کیا نکلا ۔۔ چند چھوٹے بے ایمان ثابت ہو گئے اور بڑوں کو کلین چٹ مل گئی، بڑوں کے لئے میدان صاف ہو گیا، اب وہ کھل کے کھیلیں گے۔ دودھ کا دودھ اور زہر کا زہر کرنا تو مسئلہ ہی نہیں، بس تمام کمپنیوں سے کہیں کہ مہربانی فرما کر اپنی کل پیداوار بتا دیں جو مارکیٹ ہوتی ہے اور ساتھ میں یہ بھی کہ فارمر سے تازہ دودھ کتنا خریدا جاتا ہے، اگر اس طرح کی انفارمیشن حقیقت کے قریب ترین مل گئی، تو نتیجہ سامنے ہو گا۔ ہاں مگر بیرسٹر ظفر اللہ خاں کا اس قوم پر احسان ہے کہ اس پر آواز بلند کی اور کئی سالوں کی مسلسل جدوجہد کے بعد اسے قومی مسئلہ بنانے میں کامیاب ہو گئے۔ اصل جہاد ان کا ہے ، باقی سب تو مصلحتوں کے بوجھ تلے دبے ہیں۔ اس کے ساتھ ساتھ محکمہ لائیوسٹاک اینڈ ڈیری ڈیویلپمنٹ پنجاب کی خدمات بھی ڈھکی چھپی نہیں جو دودھ مافیا کو بے نقاب کرنے کے لئے ہر فورم پر کھل کر بات کر رہا ہے۔ محکمہ نے ایسی ایسی طاقتوں کو چیلنج کر رکھا ہے کہ جن کا نام لینے سے بھی لوگ گھبراتے ہیں۔ School Awareness Prgrom بڑا مؤثر ثابت ہو گا۔ ابھی لاہور چیمبر آف کامرس اینڈ انڈسٹری میں بھی اس موضوع پر ایک سیمینار کا انعقاد کیاگیا۔ ساتھ میں اشتہاری مہم بھی کئی ہفتوں سے جاری ہے۔
دودھ میں پانی ملانا تو قبول ہے کہ دونوں میں سے کوئی بھی زہر نہیں ہاں مگریوریا، سوڈا، صابن، فارمالین، گنے کا رس، سنگھاڑوں کا آٹا، اور غیرمعیاری سوکھا دودھ ، یہ سب کسی طرح بھی قبول نہیں۔ دودھ والے پھٹے سے لے کر عالی شان دوکان تک اور پولی تھین کی پیکنگ سے لے کر اعلیٰ معیار کے ڈبے تک، سپریم کورٹ آف پاکستان میں پیش کی جانے والی رپورٹ نے سب کھول دیا۔ اخبارات اٹھا کر تو دیکھیں، کن کن اقسام کا دودھ ہم پی رہے ہیں، خدا کی پناہ۔ اس بحث کا تو کوئی نتیجہ نہیں نکل سکتا کہ کونسا دودھ ٹھیک ہے،کیونکہ یہاں تو چور کے پاس ہزاروں تاویلیں ہیں۔ سسٹم ایسا کہ چور کو چور کہنے والا خود چور ثابت ہو جائے اور چو ر ہے کہ صاف کا صاف۔
یاد رکھیں اداروں سے کچھ نہیں ہونا،بس چند دن کا شور شرابا۔اگرچہ وزیرِ اعلیٰ پنجاب نے اعلان تو کر دیا کہ جعلی دودھ والوں کو ہرگز برداشت نہیں کیا جائے گا، مگر کیا کریں یہاں ترجیحات کچھ اور ہیں ،اور دودھ والوں کے پاس اپنے دودھ کوگاڑھا اور خالص ثابت کرنے کا فن بھی موجود۔ اگر ہم حکومت سے یہ توقع کریں کہ ملک میں جعلی دودھ کی تیاری ختم کر دے یا دودھ میں ملاوٹ کا خاتمہ ہو جائے تو ممکن نہیں۔ جعلی دودھ بنانے والے کے پاس ایسے ایسے دلائل موجود ہوں گے کہ آپ کی گائے بھینس کے دودھ کو زہر ثابت کر دیں اور اپنے پیکٹ میں بند سفید محلول کو دنیا کا بہترین دودھ ۔اور عوام confused۔
اب ان حالات میں عوام کیا کرے۔ اس مسئلے کا حل صرف ایک فقرے میں ہے اور وہ یہ کہ دودھ کا حصول گائے یا بھینس سے ہوتا ہے ،اس کے ساتھ ساتھ بھیڑی، بکری ، اونٹنی وغیرہ کا دودھ۔ ہاں اگر جانور کا تصور ہی نہیں اور دودھ بھی موجود ہے تو پھر کوئی گڑ بڑ بھی موجود ہے۔ اگر آپ کو اس بات کا یقین ہو کہ آپ کہ گھر میں آنے والا دودھ کسی گائے بھینس وغیرہ کے جسم سے نکلنے والا دودھ ہی ہے تو وہ چاہے چا ر سو روپے لٹر میں بھی ملے ،وہی دودھ ہے۔ دودھ جو دودھ ہوتا ہے واقعی ہی ملتا ہے، ہاں مگر ڈھونڈنے سے اورفارمر کو اس کی اصل قیمت ادا کرنے سے۔
دودھ جانور سے آتا ہے اور جانور کسان پالتا ہے یا کوئی سرمایہ دار کسی ڈیری فارم پر۔ اعداد و شمار کے مطابق دودھ کے اعتبار سے دنیا کا چوتھا بڑا ملک ۔۔ چاہے جتنا مرضی بڑا ہو یہ الگ بحث ۔۔ لیکن اس میں تو کوئی شک نہیں کہ یہاں جانوروں کی بڑی تعداد موجود ہے، ان جانوروں کو شوق سے پالنے والے بھی کم نہیں، ان جانوروں سے متعلقہ کاروبار میں دلچسپی رکھنے والوں کی بھی کمی نہیں، ان جانوروں کی دیکھ بھال کے لئے منظم ادارے بھی موجود ہیں۔ پھر بھی اگر ہم نے اپنے بچوں کو جعلی دودھ پلانا ہے تو پھراللہ ہی حافظ ہے ۔
اگر حکومت اس مسئلے کا دیر پا حل چاہتی ہے تو بس ایک کام کر لے، دودھ کی قیمت متعین کرنا بند کر دے۔ صرف پنجاب میں نہیں بلکہ تمام صوبوں میں۔ سندھ میں تو معاملہ زیادہ سنجیدہ ہے کہ قیمت کو کنٹرول کرنے کے لئے طاقت کا استعمال کیا جاتا ہے ۔ کراچی کی ڈیری فارمرز ایسوسی ایشن کے صدر شاکر عمر گجر اور ان کے ساتھی آواز اٹھاتے ہیں مگر کوئی توجہ نہیں دیتا۔ جب کسان کو جانور کے لئے چارا، کھل، ونڈا،ادویات اور دیگر انتظامات سب اوپن مارکیٹ کے تحت کرنا پڑتے ہیں تو پھر اس کا دودھ بھی اوپن مارکیٹ کے اصول پر بکنا چاہئے۔ فارمر کتنی دیر تک پیداواری لاگت سے کم قیمت پر فروخت کرتا رہے گا؛آخر کار اسے کاروبار بند کرنا پڑے گا ۔ اس سے فارمر بھی ختم ہوتا جائے گا اور جانور بھی کم ہوتے جائیں گے۔ ایک وقت آئے گا کہ ساری قوم واشنگ مشین والا دودھ پینے پر مجبور ہو گی۔
دوسری جانب ہمیں اپنے رویوں میں تبدیلی لانا ہو گی۔ اپنی نسل کے بقا کے لئے سہل پسندی کو ختم کرنا ہو گا۔اصل دودھ جہاں کہیں سے بھی ملے، جس قیمت پر بھی ملے، اسے ہی خریدنا ہو گا اور دودھ کی قیمت بڑھنے سے چیخنا چلانا بند کرنا ہو گا۔ کیونکہ جب آپ قیمت کنٹرول کریں گے تو دودھ وال اپنا دودھ manage کرے گا اور پھر آپ کی قیمت کے مطابق دودھ تیار کر کے پیش کر دے گا۔نتیجہ تو پھر یہی ہے کہ ماں اپنے ہاتھوں سے بچے کے لئے زہر کا فیڈر بنا رہی ہو۔
