Stray Dogs and the Dog Killing Campaign
Stray dogs roaming on the streets of the streets. Dog killing campaign is nothing new. Municipal bodies have a very simple solution to save lives, throw poisoned food on the streets in the dark; then the sunlight will make you think that maybe it rained dogs at night. The same formula was used in Karachi in the past few days. Hundreds of dogs were saved, but at the same time a painful video also came to light. A woman is crying, mourning not for a human but for a dog. The woman has been dead for decades and the dog was fighting a battle with death. This woman was TV actress Mazna Ibrahim.
The Tragic Loss of a Pet Dog
Mazna’s sorrow is that during the Karachi Metropolitan Corporation’s campaign, her pet dog also swallowed poison. Now it has lost its life. Her crying is justified because not all dogs are stray. Some are part of the family. It is a loving animal, not only loving but also loyal. It is helpful to humans.
The Importance of Dogs in Human Society
In our society, a greater task is taken as a guard. It is not only a protector of homes but also contributes to the security of the nation. Our institutions have a number of dogs that have the ability to recognize explosives. There is a specific institution where they are trained for this special work. Dogs also help in hunting. They can find humans in natural disasters, they also play a role in controlling herds of animals. They also become a support for the blind and disabled. There are many other tasks, including sports, which are taken from dogs in different ways in different parts of the world.
A Lesson from an Old Story
Another interesting thing about dogs was told by my elder Dr. Muhammad Hussain. Although the doctor is an industrialist as well as a big name in the packaging and plastic industry, he has a spiritual impact in his conversation due to his humility. He started referring to an old drama, this is about the dramas of that time when there was a PTV and its dramas had some purpose, especially reformatory ones.
A dog was tied up in the house, ate some food and left the rest. The son told his mother that he was not eating anymore. The mother replied that leave it, son, he will not eat anymore. His hunger is satisfied by filling his stomach, while a person’s hunger begins only when he fills his stomach. Yes, this hunger of greed, which begins after filling his stomach, has no limit. Many people must have experienced it.
The Challenge of Stray Dogs
Sorry! I went to another direction. The conversation was about the dog in the courtyard, which became a terrorist. Yes, now for the poor dogs, this will be terrorism, not that hundreds of bodies fell in one night. But on the other hand, the terrorism that these dogs spread every day is also extremely dangerous.
These stray dogs have made the lives of citizens forbidden. Ask the poor man who is going somewhere with his beloved on a bicycle or motorcycle and a dog falls on him. There are also reports of small children being torn apart. In such situations, it is also necessary to get rid of them.
Possible Solutions for Managing Stray Dogs
One way could be that the government should designate a place where stray dogs can be confined. Of course, it is not possible that where humans do not have basic rights, how can such a level of planning be expected. The other way is that the public should start adopting stray dogs, which is not even the norm in our society anymore.
Why Poison Is Not the Answer
Whether a dog is a stray or a pet, it is important to keep one thing in mind that it is a living being and feels pain just like we do. Therefore, the use of poison is not appropriate in any way. There is also a risk of loss of human life by throwing poison in the open like this. Completely eliminating stray dogs is not a good strategy anyway as it will disturb the ecosystem.
Spaying and Neutering: A Long-Term Solution
Now the solution is that instead of killing dogs, their increasing generation should be controlled, that is, family planning of dogs should be done. This process is called spaying and neutering, in which female and male dogs are not allowed to reproduce through cooperation. Another way to eliminate reproductive capacity can be the use of chemicals, which is called zeutering.
When stray dogs are not able to reproduce, their number will continue to decrease over time. In this regard, World Spay Day is also celebrated around the world, with the aim of spreading the message that instead of killing stray dogs and cats, their breeding should be controlled through surgical methods.
The Role of Veterinary Students
Iftikhar Hussain, Arj Zafar, Qudsia Ashraf, Khizr Khan, Hussain Iftikhar and other students of the University of Veterinary and Animal Sciences, Lahore are at the forefront in spreading this message in Pakistan. These students also celebrate World Spay Day from the university platform.
A Call for Nationwide Action
These youth should form teams with the help of their Vice Chancellor, Prof. Talat Naseer Pasha, along with interested students from all veterinary educational institutions in Pakistan. These teams should meet with Deputy Commissioners of different districts of Pakistan and organize workshops for the concerned officers with their cooperation.
Do not limit yourself to conveying the message but also identify experts at the tehsil level who are experts in spaying and neutering. These students should also acquire expertise in this process themselves and then, under the guidance of their teachers, play a practical role in stopping the breeding of stray dogs along with local experts and local government institutions. Over time, new people should join these teams. If this process starts, the results will start coming out in a few years.
Moving Towards a Humane Solution
This work can be expected from young people like Iftikhar Hussain, it is not impossible, we just have to move forward. Yes, on the other hand, if any local government body wants to benefit from this technology, it should contact the University of Veterinary and Animal Sciences, Lahore. It is strongly hoped that the university will cooperate.

گلی محلوں سڑکوں پر گھومتے آوارہ کتے ۔۔ کتا مار مہم ، کوئی نئی بات نہیں۔میونسپل اداروں کے پاس بڑا سادہ حل ہے جان چھڑانے کا، زہر آلود خوراک اندھیرے میں سڑکوں پر پھینک دو ؛ بس پھر سورج کی روشنی یہ گما ن دے گی کہ شاید رات کتوں کی بارش ہوئی۔ گزشتہ دنوں کراچی میں بھی اسی فارمولے کا استعمال ہوا۔ سینکڑوں کتوں سے جان تو چھڑا لی گئی لیکن اسی دوران ایک دردناک ویڈیو بھی سامنے آئی۔ ایک عورت بین کرتے ہوئے ، ماتم کسی انسان کا نہیں بلکہ کتے کا۔ خاتون دہائیاں دے ر ہی ہے اور کتا موت کے ساتھ جنگ لڑ رہا ۔ یہ خاتون ٹی وی اداکارہ مزنہ ابراہیم تھیں۔
مزنہ کا دکھ یہ ہے کہ کراچی میٹروپولیٹن کارپوریشن کی مہم کے دوران ان کا پالتو کتا بھی زہر نگل گیا۔ اب جان کی بازی ہار چکا ہے۔ ان کا رونا جائز ہے کہ کتے سارے ہی آوارہ نہیں ہوتے۔ کچھ فیملی کا حصہ ہوتے ہیں۔یہ پیار کرنے والا جانور ہے، صرف پیار کرنے والا ہی نہیں بلکہ وفادار بھی۔ انسان کے لئے مددگار ہے۔ ہمارے معاشرے میں اس سے بڑا کام رکھوالی کا لیا جاتا ہے۔ صرف گھروں کا محافظ نہیں بلکہ قوم کی حفاظت میں بھی اپنا حصہ ڈالتا ہے۔ ہمارے اداروں کے پاس کتوں کی ایک تعداد موجود ہے جو دھماکہ خیز مواد کو پہچاننے کی صلاحیت رکھتی ہے۔ ایک مخصوص ادارہ ہے جہاں ان کو خاص اس کام کی ٹریننگ دی جاتی ہے ۔کتا شکار میں بھی مدد دیتا ہے۔قدرتی آفات میں انسانوں کو تلاش کرسکتا ہے، جانوروں کے ریوڑ کو کنٹرول کرنے میں بھی اس کا کردار ہوتا ہے۔ نابینا اور معذور افراد کا سہارا بھی بنتا ہے۔ کھیل کود سمیت اور بھی بہت سارے کام ہیں جو دنیا کے مختلف علاقوں میں مختلف انداز کے ساتھ کتوں سے لئے جاتے ہیں۔
ایک اور دلچسپ بات کتے سے متعلق میرے بزرگ ڈاکٹر محمد حسین نے بتائی۔ ڈاکٹر صاحب اگرچہ صنعت کار ہونے کے ساتھ ساتھ پیکنگ اور پلاسٹک انڈسٹری کا بڑا نام ہیں مگر اپنی عاجزی کے باعث گفتگو میں روحانی اثر رکھتے ہیں۔ ایک پرانے ڈرامے کا حوالہ دینے لگے، یہ اس وقت کے ڈراموں کی بات ہے جب ایک پی ٹی وی تھا اوراس کے ڈراموں کا کچھ مقصد ہوتا تھا خصوصاََ اصلاحی ۔ ایک کتا گھر میں بندھا ، کچھ خوراک کھائی اور باقی چھوڑ دی۔ بیٹا ماں سے کہنے لگا کہ یہ اور نہیں کھا رہا۔ ماں نے جواب دیا کہ چھوڑ دے بیٹا یہ اور نہیں کھائے گا ۔ اس کی بھوک اس کا معدہ بھرنے سے مٹ جاتی ہے جبکہ انسان کی بھوک شروع ہی اس وقت ہوتی ہے جب اس معدہ بھرتا ہے۔جی ہاں لالچ کی اس بھوک جس کا آغاز پیٹ بھرنے کے بعد ہوتا ہے ، اس کی کوئی حد نہیں۔ بہت سے لوگوں کو اس کا تجربہ ہو گا۔
معذرت! میں کسی اور طرف نکل گیا۔بات ہو رہی تھی مزنہ کے کتے کی جو دہشت گردی کی نظر ہو گیا۔ ہاں اب بیچارے کتوں کے لئے تو یہ دہشت گردی ہی ہو گی نا کہ ایک رات میں سینکڑوں لاشیں گر گئیں۔ مگر دوسری جانب جو دہشت گردی یہ کتے روزانہ پھیلاتے ہیں وہ بھی انتہائی خطرناک ہے۔ ان آوارہ کتوں نے تو شہریوں کا جینا حرام کیا ہوتا ہے۔ بیچارے اس غریب آدمی سے پوچھیں جو سائیکل یا موٹر سائیکل پر سواراپنی عزیزہ کے ہمراہ کہیں جا رہا ہو اور کتا پڑ جائے ۔ چھوٹے بچوں کو چیر پھاڑ کرنے کی خبریں بھی موصول ہوتی ہیں۔ ان حالات میں ان سے جان چھڑانا بھی ضروری ہے۔
ایک طریقہ تو یہ ہو سکتا ہے کہ حکومت کوئی ایسی جگہ مخصوص کردے جہاں آوارہ کتوں کو محدود کر دیا جائے۔ یقیناََ یہ ممکن نہیں کہ جہاں انسانوں کو بنیادی حقوق میسر نہ ہوں وہاں اس درجہ کی پلاننگ کی توقع کس طرح کی جا سکتی ہے۔ دوسرا طریقہ یہ کہ عوام آوارہ کتوں کو Adopt کرنا شروع کردے، اب ہمارے معاشرے میں اس کا بھی رواج نہیں۔
کتا چاہے آوارہ ہو یا کسی کے گھر کا پلا ہوا، ایک بات ذہن میں رکھنا ضروری ہے کہ وہ جاندار ہے اور تکلیف کو اسی طرح محسوس کرتا ہے جیسے ہم کرتے ہیں۔ اس لئے زہر کا استعمال کسی طرح سے بھی مناسب نہیں۔ اس طرح کھلے عام زہر پھینک دینے سے انسانی جان کے ضیاع کا بھی خدشہ ہے۔ آوارہ کتوں کو مکمل طور پر ختم کرنا ویسے بھی بہتر حکمتِ عملی نہیں کہ اس سے ایکوسسٹم disturb ہو گا۔اب حل یہ ہے کہ بجائے کتوں کو مارنے کے ان کی بڑھتی نسل کو کنٹرول کیا جائے یعنی کتوں کی خاندانی منصوبہ بندی ہونی چاہئے ۔اس عمل کو spayingاور neutering کہا جاتا ہے جس میں مادہ اور نر کتوں کوآپریشن کے ذریعے نسل کشی کے قابل نہیں رہنے دیا جاتا ۔ تولیدی صلاحیت کو ختم کرنے کا دوسرا طریقہ کیمیکل کا استعمال ہو سکتا ہے جسے zeutering بولتے ہیں۔ جب آوارہ کتے اپنی نسل بڑھانے کے قابل نہیں ہوں گے تو ان کی تعداد وقت کے ساتھ ساتھ کم ہوتی رہے گی۔اسی حوالے سے دنیا بھر میں world spay day بھی منایا جاتا ہے جس کا مقصد اس پیغام کو عام کرنا ہے کہ آوارہ کتوں اور بلیوں کو مارنے کی بجائے سرجیکل طریقوں سے ان کی بریڈنگ کو کنٹرول کیا جائے۔ پاکستان میں اس پیغام کو پھیلانے میں یونیورسٹی آف ویٹرنری اینڈ اینیمل سائنسز لاہور کے افتخار حسین، عرج ظفر، قدسیہ اشر ف، خضر خان ، حسین افتخار اور دیگر طلباء پیش پیش ہیں۔ یہ طلباء یونیورسٹی کے پلیٹ فارم سے world spay day بھی مناتے ہیں۔
ان نوجوانوں کو چاہئے پاکستان کے تمام ویٹرنری تعلیمی اداروں سے دلچسپی رکھنے والے طلباء و طالبات کو ساتھ لے کر اپنے وائس چانسلر محترم پروفیسر طلعت نصیر پاشا کی مشاورت سے ٹیمیں تشکیل دیں ۔ یہ ٹیمیں پاکستان کے مختلف اضلاع کے ڈپٹی کمشنرز سے ملاقاتیں کریں اور ان کے تعاون سے متعلقہ افسران کے لئے ورکشاپس کا انعقاد کریں۔ صرف پیغام پہنچانے تک محدود نہ رہیں بلکہ تحصیل کی سطح پر ایسے ماہرین کی نشاندہی بھی کریں جو spaying اور neuternig میں مہارت رکھتے ہوں۔یہ طلباء وطالبات اس عمل میں خود بھی مہارت حاصل کریں اور پھر اپنے اساتذہ کی سرپرستی میں مقامی ماہرین اور بلدیاتی اداروں کے ساتھ مل کر آوارہ کتوں کی بریڈنگ روکنے میں عملی کردار ادا کریں۔ وقت کے ساتھ ساتھ نئے لوگ ان ٹیموں میں شامل ہوتے رہیں۔ اگر یہ عمل شروع ہو جائے تو چندسالوں میں رزلٹ سامنے آنا شروع ہو جائیں گے۔ افتخار حسین جیسے نوجوانوں سے اس کام کی توقع کی جاسکتی ہے، ناممکن نہیں بس ذرا آگے بڑھنا ہو گا۔ ہاں دوسری جانب اگر کوئی بلدیاتی ادارہ اس ٹیکنالوجی سے فائدہ اٹھانا چاہتا ہو تو اسے خود یونیورسٹی آف ویٹرنری اینڈ انیمل سائنسز لاہور سے رابطہ کر لینا چاہئے۔قوی امید ہے کہ یونیورسٹی تعاون کرے گی۔
