Tribal areas of Punjab (PATA) and Livestock awards for the officers. The way a guest is welcomed often reflects the culture of a society. During my recent visit to the tribal areas of Punjab, I witnessed a tradition that left a lasting impression on me.
The host first offers the guest a seat and warmly asks about his well-being. An elder among the guests then seeks permission from his companions before speaking. He narrates how much time has passed since their last meeting, shares details of the journey, and finally explains the purpose of the visit. Throughout the conversation, the host listens attentively, responding with simple affirmations. Only after the guest has fully explained the reason for his visit does the host begin sharing his own well-being.
This exchange is far more than a greeting. It is a detailed summary of important events and activities that have taken place since the last meeting, and it can continue for several hours. What fascinated me most was the clarity of this cultural practice. The host always knows exactly why the guest has come, leaving no room for ambiguity. Even if there is no particular purpose, the guest simply says that he has come only to meet.
I found this style completely new and deeply impressive.
The Tribal Areas of Punjab (PATA)
The Provincially Administered Tribal Areas (PATA) comprise parts of the districts of Dera Ghazi Khan and Rajanpur in Punjab. This mountainous region of the Koh-e-Salman range connects Punjab with Balochistan, Sindh, and Khyber Pakhtunkhwa.
Several prominent tribes inhabit this region, including the Leghari, Khosa, Qaisrani, Buzdar, Dareshk, Gorchani, Lund, Mazari, and Kethran tribes.
When referring to the territory of a particular tribe, the local term “Tuman” is used. Thus, the area of the Leghari tribe is known as Tuman Leghari, while the territories of other tribes are called Tuman Gorchani, Tuman Khosa, and so on. Literally, Tuman means a troop of riders, but here it signifies the tribal territory itself.
One of the best-known places in Tuman Leghari is Fort Munro, which attracts visitors because of both its historical significance and its scenic beauty.
More Than a Strategic Region
The tribal areas of Punjab are extremely important from a national defense perspective. However, their contribution to Pakistan’s food security is equally significant.
Millions of sheep raised in these mountains serve as the primary source of livelihood for local communities.
Approximately eight kilometers from the Punjab-Balochistan border lies the famous Rakni Livestock Market in Balochistan. Except during Eid, this market operates throughout the year. A large number of small ruminants from the tribal areas of Dera Ghazi Khan, along with animals from Balochistan, are traded here before being supplied across Pakistan.
Veterinary Services in the Mountains
Working in these mountains is unlike working anywhere else.
Travelling from one farmer’s home to another often requires three to four hours, and this journey is made entirely through rugged mountains where roads simply do not exist. Instead, there are narrow rocky paths, steep climbs, and deep ravines that constantly remind travelers of the risks involved.
Some livestock farmers live so remotely that reaching them can take an entire day.
Despite these extraordinary challenges, the Punjab Livestock Department has continued providing veterinary services in these inaccessible areas.
One individual who has played a remarkable role in this mission is Dr. Najibullah Leghari, a young veterinarian belonging to the same region.
For several months, I had been following his work with great interest before finally deciding to visit the tribal areas myself. I spent two days observing his work firsthand.
During the past six years, through dedication, honesty, and consistent hard work, Dr. Najibullah has earned the trust and admiration of the people of Tuman Leghari. His commitment has transformed the public perception of the Livestock Department in the area.
A Well-Deserved Recognition
In recognition of his outstanding performance, the Punjab Government awarded Dr. Najibullah Leghari a cash prize and an official performance award on the recommendation of the Livestock Department.
I am genuinely pleased that this honor went to someone who truly deserves it. In my opinion, his services deserve recognition at an even higher level—perhaps even a Presidential Award.
Alongside Dr. Najibullah, several other officers have also been selected for awards in appreciation of their outstanding services, including:
- Dr. Abdul Rehman (Former Director General)
- Agriculture Officer Amin Shakir
- Dr. Najmul Islam
- Dr. Saleha Gul
- Dr. Farhat Nazir
- Dr. Iqra Zafar
Similarly, a Presidential Award has been recommended for driver Muzammil Khan.
For the first time, the department has encouraged its officers and staff in such a meaningful manner, and this initiative deserves appreciation.
Unsung Heroes in Cholistan and the Riverine Areas
Alongside my visit to the tribal areas, I also spent one day each in Cholistan and the Katcha (riverine) area of Chhotu Gang.
The work being carried out by Dr. Ali Raza Abbasi and his team in Cholistan deserves major recognition. In fact, the scale and impact of his efforts are so remarkable that they deserve to be documented in a separate book.
Likewise, I was deeply impressed by the work of Dr. Imran Shaukat in the Katcha area.
Reaching the grassroots level in this region is extremely difficult, and actually delivering services there is an even greater challenge. One can only appreciate these difficulties after spending time navigating the rivers and isolated settlements. Such demanding work requires exceptional dedication and courage.
Only an officer with the determination and commitment of Dr. Imran Shaukat can perform effectively under such conditions.
I sincerely request that the performance of Dr. Imran Shaukat, Dr. Burhan-e-Azam, the Cholistan team, and many other hardworking officers serving in similarly difficult areas be reviewed and recognized so they, too, receive the encouragement they deserve.
Recognizing Those Behind the Scenes
There is one more individual whose contribution should not go unnoticed.
He is Mir Alam, the driver of Dr. Najibullah Leghari.
The mountain routes he drives and the distances he covers under extremely difficult conditions demand exceptional courage, skill, and determination.
After spending two days travelling with him, I could not help but say, “Well Done.”
I sincerely hope that people like Mir Alam also receive formal recognition for their invaluable services because behind every successful field officer stands a dedicated team whose contributions often remain unseen.
Final Thoughts
Awards hold real value only when they recognize genuine dedication, honesty, and hard work. The Punjab Livestock Department has taken a commendable step by acknowledging the efforts of officers and staff working under some of the most difficult conditions in the province.
The tribal areas of Punjab, Cholistan, and the Katcha belt remind us that public service is not measured by office buildings or urban facilities but by the willingness to reach the last farmer living in the most remote corner of the country.
The officers, staff members, and even drivers working in these challenging landscapes deserve not only awards but also our respect and appreciation for their unwavering commitment to Pakistan’s livestock sector.

مہمان کے آنے پر استقبال اور وہ بھی منفرد انداز میں۔ میزبان مہمانوں کو بٹھاتا ہے اور ان کا حال پوچھتاہے۔ مہمانوں میں سے عمر میں بڑا کوئی شخص اپنے ساتھیوں سے اجازت طلب کرتے ہوئے گزرے وقت بارے بتاتا ہے ، کچھ سفر کا حال سناتا ہے اور آخر میں اپنے آنے کا مقصد بیان کرتا ہے۔ اس دوران میزبان انتہائی انہماک سے اپنے مہمان کو سنتا ہے اور جی جی بولتے ہوئے ردِ عمل دیتا ہے۔ اس کے بعد میزبان اپنا حال دیتا ہے ۔ یہ ہے بلوچی حال احوال۔ پچھلی ملاقات سے اب تک کی ملاقات کے دوران کی مصروفیات اور اہم واقعات کے خلاصے پر مشتمل یہ حال احوال کئی گھنٹوں تک بھی جاری رہ سکتاہے۔ بلوچوں کی یہ دلچسپ ثقافتی سرگرمی مجھے بہت اچھی لگی کہ میزبان پر مہمان کے آنے کا مقصد واضح ہو جائے اور کسی قسم کا ابہام نہ رہے۔ اگر مہمان کسی خاص مقصد سے نہ آیا ہو تو بھی وہ اپنا حال احوال دیتے ہوئے بتا دیتا ہے کہ ویسے ہی ملنے چلا آیا۔
یہ بالکل نیا انداز مجھے پنجاب کے قبائلی علاقوں میں ملا۔ Provincially Administered Tribal Areas (PATA)پنجاب میں ڈیرہ غازی خاں اور راجن پور کے اضلاع کے کچھ حصے پر مشتمل ہے۔ کوہِ سلمان کے پہاڑی سلسلے کا یہ حصہ بلوچستان اور سندھ کے ساتھ ساتھ خیبر پختونخواہ میں ڈیرہ اسماعیل خاں سے ملتا ہے۔ یہاں لغاری، کھوسہ، قیصرانی، بزدار، دریشک، گورچانی، لُنڈ، مزاری اور کیتھران کے قبائل آباد ہیں۔ اگر لغاری قبیلے والوں کے علاقے کی بات کرنی ہو تو اسے تُمن لغاری بولیں گے، اسی طرح تمن گورچانی، تمن کھوسہ وغیرہ۔ تمن کا لفظی مطلب ہے سواروں کا دستہ، یہاں مراد قبیلہ اور تمن لغاری کا مطلب لغاری قبیلے کا علاقہ۔ تُمن لغاری کی مشہور جگہ فورٹ منرو سیاحتی اور تاریخی لحاظ لوگوں کی توجہ کا مرکز ہے۔
پنجاب کا یہ قبائلی علاقہ جہاں دفاعی لحاظ سے انتہائی اہمیت کا حامل ہے وہاں نیشنل فوڈ سیکیورٹی میں بھی اس کی اہمیت کسی طرح سے کم نہیں ۔ اس علاقے میں موجود لاکھوں کی تعداد میں بھیڑیں مقامی لوگوں کا بنیادی ذریعہ معاش ہیں ۔ پنجاب اور بلوچستان کے بارڈر بواٹہ سے تقریباََ8 کلومیٹر آگے بلوچستان کا علاقہ رکنی ہے جہاں لائیوسٹاک کی بہت بڑی منڈی لگتی ہے ۔ یہ منڈی عید کے دن کے علاوہ سارا سال چلتی ہے۔ ڈیرہ غازی خاں کے قبائلی علاقوں کے ساتھ ساتھ بلوچستان سے بہت بڑی تعداد میں چھوٹا جانوررکنی منڈی میں لایا جاتا ہے جہاں سے سارے پاکستان میں سپلائی ہوتا ہے۔
پنجاب کے قبائلی علاقے میں ایک گھر سے دوسرے گھر یا ا یک فارمر سے دوسرے فارمر تک پہنچنے میں کم از کم تین سے چار گھنٹے لگتے ہیں اور یہ تین چار گھنٹوں کا سفر پہاڑوں پر ہوتا ہے جہاں سڑ ک کا کوئی تصور نہیں؛ ہاں پتھروں سے بھرے تنگ راستے ، خطرناک چڑھائیاں اور گہری کھائیاں موت کا تصور ضرور دیتی ہیں ۔ کچھ فامرز ایسے بھی ہیں کہ ان تک پہنچنے میں ایک دن لگ جاتا ہے۔ ان پہاڑوں میں موجود فارمرز تک بھی ویٹرنری سروسز پہنچائیں پنجاب کے محکمہ لائیوسٹا ک نے اوربنیادی کردار ادا کیا اسی علاقے کے ایک نوجوان ویٹرنری ڈاکٹر نجیب اللہ لغاری نے۔گزشتہ کئی مہینوں سے فولو کر رہا تھا میں ڈاکٹر صاحب کو اور پھر ان کے کام کو دیکھنے کے لئے خود قبائلی علاقے میں گیا اور وہاں دو دن گزارے ۔ گزشتہ چھ سالوں میں انتہائی دلجمعی ، محنت ، ایمانداری سے معیاری سروسز فراہم کرتے ہوئے اس نوجوان نے تُمن لغاری کے لوگوں کو محکمہ لائیوسٹاک کا گرویدہ بنا دیاہے ۔
حکومتِ پنجاب نے محکمہ لائیوسٹاک کی سفارش پر ڈاکٹر نجیب اللہ کو نقد انعام اور بہترین کارکردگی اعزاز سے نوازا ہے۔ مجھے دل سے خوشی ہوئی کہ یہ ایوارڈ کسی ایسے شخص کو ملا جو واقعی اس کا حقدار ہے، بلکہ اس شخص کو تو صدارتی ایوارڈ ملنا چاہئے۔ ڈاکٹر نجیب کے ساتھ ساتھ محکمہ کے سابق ڈائریکٹرجنرل ڈاکٹر عبدالرحمٰن، زرعی افسر امین شاکر ، ڈاکٹر نجم الاسلام ،ڈاکٹر صالحہ گل، ڈاکٹر فرحت نذیر اور ڈاکٹر اقراء ظفر کی کارکردگی کو سراہتے ہوئے، ا ن کو بھی مختلف ایوارڈزکے لئے چنا گیا ہے ۔ اسی طرح مزمل خاں ڈرائیور کے لئے صدارتی ایوارڈ کی سفارش کی گئی ہے۔ محکمہ کی جانب سے پہلی دفعہ سٹاف کی اس انداز میں حوصلہ افزائی قابلِ ستائش ہے۔
قبائلی علاقوں کے ساتھ ساتھ میں نے چولستان اور چھوٹو گینگ والے کچے کے علاقے میں بھی ایک ایک دن گزارا۔ چولستان میں ڈاکٹر علی رضا عباسی اور ان کی ٹیم کا کام کسی بڑے ایوارڈ کا مستحق ہے۔ ڈاکٹر عباسی نے چولستان میں اتنا کام کیا ہے کہ اس کے لئے شاید الگ سے کتاب لکھنی پڑ ئے ۔ دوسری جانب کچے کے علاقے میں ڈاکٹر عمران شوکت کے کام نے مجھے حیران کیا۔ اس علاقے میں گراس روٹ لیول تک کسی افسر کا پہنچنا اور پھر حقیقت میں کام کرنا مشکل ہے۔ اس کا اندازہ وہاں دریا میں وقت گزار کر ہی ہو سکتا ہے۔ ڈاکٹر عمران شوکت جیسے مزاج کا نوجوان ہی ایسے مشکل علاقے میں کام کر سکتا ہے۔ میری گزارش ہو گی کہ چولستان کی ٹیم کے ساتھ ساتھ ڈاکٹر عمران شوکت، ڈاکٹر برہانِ اعظم اور دیگر اس طرح کے محنتی افسران کی کارکردگی کا بھی جائزہ لیا جائے تاکہ ان کی بھی حوصلہ افزائی ہوسکے ۔
اس کے ساتھ ساتھ ایک شخص جو شاید بالکل ہی نظر انداز ہو جائے ،اس کی حوصلہ افزائی بھی ضروری ہے۔ یہ شخص ڈاکٹر نجیب اللہ کا ڈرائیور ہے۔ جس طرح کے راستے اور جتنی گاڑی میر عالم نے چلائی ہے وہ ارادے کی پختگی کے بغیرممکن نہیں۔ میں نے دو دن ان کے ساتھ گزارے، Well Done کہے بغیر نہ رہ سکا۔ گزارش ہے کہ ان جیسے لوگوں کے لئے رسمی Well Done کا بھی انتظام ہونا چاہئے۔
