MNFSR directed PVMC to terminate the Deputy Registrar; PVMC Management defended
The Ministry of National Food Security and Research (MNFSR) has declared the Deputy Registrar PVMC appointment as illegal and issued instructions to cancel it immediately. On the other hand, the PVMC Administration is defending this appointment and will conduct an inquiry on this matter within 10 days. President PVMC has responded to MNFSR.
Ministry Stance on Deputy Registrar PVMC Appointment
According to sources, the ministry has said that the appointment of the Deputy Registrar was made during the interim period when Dr. Muhammad Akram was appointed as the Administrator of PVMC on the orders of the Islamabad High Court. He did not have the authority to make this appointment.
In this regard, in December 2024, the Ministry of IPC formed a high-level inquiry committee, which was tasked with processing the complaint of the Cabinet Secretariat. The committee said in its alleged report that the appointment of Deputy Registrar was not part of the daily affairs entrusted to Dr. Akram. This is a violation of PVMC service regulations. On the other hand, according to the alleged report, the facts were compiled in light of detailed discussions with the PVMC representative and the records provided, while the PVMC maintains that the inquiry was one-sided.

Stance of Current PVMC Administration
The PVMC administration says that under the order of the Islamabad High Court, the Secretary IPC gave Dr. Akram the powers of the President PVMC. The appointment by Dr. Akram was made on the recommendation of an inquiry committee formed by the IPC Ministry. The PVMC has further said that the PVMC is an autonomous body and its employees are not civil servants. The PVMC’s own service regulations apply to them.
President PVMC Prof. Dr. Shakibullah took the stand that the appointment cannot be terminated on the basis of a notification alone without giving an opportunity for explanation or clarification. The inquiry committee referred to by the ministry did not contact the PVMC management and conducted a unilateral inquiry.
The President PVMC says that the PVMC management has great respect for the administrative ministry. In light of the ministry’s directives, an inquiry committee is being formed which will examine all aspects of the Deputy Registrar PVMC appointment and submit a report within ten days. If the appointment of the Deputy Registrar is found to be illegal in this inquiry, it will be terminated immediately.
It should be noted that the Council had earlier declared the appointment as in accordance with the rules and regulations in its 58th meeting.
