The Greed That Never Ends
The greed for paved streets, paved drains, water pipes and gas supply. The greed for making domiciles, identity cards and passports without having to line up. The greed for recommending a child for a job. The greed for bullying the powerful. The greed for instilling fear based on relationships with elders. The greed for getting people to do their work. The greed for support in injustice and illegal activities. The greed for help in the police station. The greed for protection in illegal occupations. The greed for contracts and commissions. The greed for fraud. The greed for becoming a Chaudhry for free. This greed never stops and keeps inciting us to do better and better.
The Desire for Illicit Power
The desire to advance in wealth and power, to maintain our position and to earn without hard work and honesty creates the greed for illicit power. Illegal methods are adopted to achieve this illicit power. For these illegal methods, the patronage of the powerful is sought and for this one has to be close to the powerful. To be close to the powerful, one has to ignore his oppression, fraud and illegal activities and support him.
Fear Creates Dependence
On the other hand, there is the fear that if there is any trouble, this dirty system will need power and then for this power one will have to be close to someone powerful. Fear of not getting a job for children, fear of humiliation by police stations and courts, fear of illegal occupations, fear of police brutality, fear of office harassment, fear of disrespect from government officials and clerks and above all fear of oppression by landlords, priests and chiefs.
How Electables Are Created
Electables are created out of this fear and greed. That is, we are the ones who create Electables and our greed and fear are responsible, which contribute to the creation of such people according to our own place and status. They are created because each of us wants them according to our own place and need.
A Lesson from an Election
I remember that the Imam of the neighborhood announced that he would contest the election against an Electable. He was going door to door to solicit votes. When he reached one house, a man came out of there. He said, Qari Sahib, if my son ever gets into a fight with someone and his head gets cut off, will you go with me to the police station?
Qari Sahib replied that if your son does not stand for the truth and commits injustice, I will never support him.
He replied, then Qari Sahib, you yourself are saying that do not vote for me, but your personality is telling the majority of the neighborhood that you should not be voted for. Therefore, do not waste your time and ours, you will lose the election.
And then he lost the election.
People vote for such a person who, when the municipality comes to demolish an illegal fence that has been unnecessarily extended five feet outside the shop, that councilor saves the fence. Instead of focusing on the training, education or skills of our child and teaching him the lesson of hard work, we hope that the powerful will recommend and get a job for my poor child.
This is the dirty system that we are all a part of and that we are being oppressed by taking advantage of it.
The Hope for Change
There was a need for change and it was coming, but unfortunately, its last hope has also ended. Consciousness had started to awaken, questions had started to be asked, there was at least a sense of distinction between right and wrong, there was talk of performance, justice was being given. This is the change that was needed and it was supposed to gradually fix the system, but unfortunately, this dirty system changed the changers themselves and then these changers started giving justifications for the sudden change that was happening within themselves.
Here too, greed and fear worked. Fear that they will continue to push like this for the next ten years and greed that somehow they will get power. Then because of this fear and greed, these powerful people had to come together.
The Solution: Training and Education
There is a solution, and that is training and education. Training has ended because the mother does not have time for dramas and mobile phones and the father, unlike training, is worried about the future of the child. Then they resorted to school and left the responsibility of education.
Now the education which aims to make a person a doctor, engineer, lawyer, judge, officer, bureaucrat, and to get a job and earn money, instead of teaching humanity, will not solve the problem.
Fear and greed will have to be eliminated while going to the base and for this, such an education will be needed that makes a person a person, teaches humanity and reduces fear and greed while strengthening faith.
It is not wise to expect from those who change, those who have ideology, those who are accountable, those who have bread, clothes, a house that they are all the same and most importantly, that they are all the same as us.
First bring about change from within, then expect change from without.

پکی گلی،پختہ نالی، پانی کے پائپ اور گیس سپلائی کا لالچ۔۔ بغیر لائن میں لگے ڈومیسائل، شناختی کارڈ، اورپاسپورٹ بنوانے کا لالچ۔۔ بچے کی نوکری میں سفارش کا لالچ۔۔طاقتور کے سر پر بدمعاشی کا لالچ۔۔ بڑے کے ساتھ تعلقات کی بنا پر رعب جمانے کا لالچ۔۔ لوگوں کے کام کروا کر بلے بلے کروانے کا لالچ۔۔ ظلم اور ناجائز کاموں میں سپورٹ کا لالچ۔۔ تھانے کچہری میں مدد کا لالچ۔۔ ناجائز قبضوں میں حفاظت کا لالچ۔۔ ٹھیکوں اور کمیشنوں کا لالچ۔۔ فراڈ کرنے کا لالچ۔۔ مفت میں چوہدری بننے کا لالچ۔ ۔ یہ لالچ کہیں رکنے نہیں دیتا اور بہتر سے بہتر تر پر اکساتا رہتا ہے۔
دولت اور طاقت میں آگے بڑھنے ، پوزیشن کو قائم رکھنے اور بغیر محنت اورایمانداری سے کمانے کی حوس ناجائز طاقت کا لالچ پیدا کرتی ہے۔ اس ناجائز طاقت کے حصول کے لئے ناجائز طریقے اپنائے جاتے ہیں۔ ان ناجائز طریقوں کے لئے طاقتورکی سرپرستی حاصل کی جاتی ہے اور اس کے لئے طاقتور کے قریب ہونا پڑتا ہے۔طاقتور کے قریب ہونے کے لئے اس کے ظلم، فراڈ اور ناجائز کاموں کو نظر انداز کرتے ہوئے اس کی حمایت کرنا پڑتی ہے۔
دوسری جانب خوف کہ اگر کہیں مصیبت پڑ گئی تو اس گندے سسٹم میں طاقت کی ضرورت پڑے گی اور پھر اس طاقت کے لئے کسی طاقتور کے قریب ہونا پڑے گا۔ بچوں کو نوکری نہ ملنے کا خوف، تھانے کچہریوں کی ذلت کا خوف،ناجائز قبضوں کا خوف، پولیس گردی کا خوف، دفتروں کے دھکوں کا خوف، سرکاری افسروں اور کلرکوں سے بے عزتی کاخوف اور سب سے بڑھ کر جاگیر داروں، وڈیروں، اور سرداروں کے ظلم کا خوف۔
اسی خوف اور لالچ سے Electables بنتے ہیں ۔ یعنی ہم ہی ہیں جو Electables بناتے ہیں اور ذمہ دار ہمارا لالچ اور خوف ہے جو اپنی اپنی جگہ اپنی اپنی حیثیت کے مطابق ایسے لوگوں کے بنانے میں حصہ ڈالتا ہے۔ یہ اس لئے بنتے ہیں کہ ہم میں سے ہر کوئی اپنی اپنی جگہ ضرورت کے مطابق ان کو چاہتا ہے۔
مجھے یاد ہے کہ محلے کے امام صاحب نے ایک Electable کے مقابلے میں الیکشن لڑنے کا اعلان کیا۔ گھر گھر ووٹ مانگنے جار ہے تھے۔ ایک گھر میں پہنچے تو وہاں سے ایک صاحب نکلے ۔ کہنے لگے کہ قاری صاحب کیا جب کبھی میرا بیٹا کسی سے لڑ پڑا اور اس کا سر پھاڑ آ یا، تو آپ میرے ساتھ تھانے چلیں گے؟ قاری صاحب نے جواب دیا کہ اگر تمہارا بیٹا حق پر نہ ہوا اور اس نے ظلم کیا ہوا تو میں ہرگز ساتھ نہیں دوں گا۔ انہوں نے جواب دیا تو پھر قاری صاحب آپ خود کہہ رہے ہیں کہ مجھے ووٹ نہ دیں بلکہ آپ کی شخصیت محلے کی اکثریت کو بتا رہی ہے کہ آپ کو ووٹ نہ دیا جائے۔ اس لئے آپ اپنا اور ہمارا وقت ضائع نہ کریں، آپ الیکشن ہار جائیں گے۔ اور پھر وہ الیکشن ہار گئے۔
لوگ ووٹ ایسے شخص کو دیتے ہیں کہ جب دکان کے باہر پانچ فٹ بغیر ضرورت کے بڑھائے ہوئے غیر قانونی تھڑے کو بلدیہ والے گرانے آئیں تو وہ کونسلر اس کے تھڑے کو بچائے۔ہم اپنے بچے کی تربیت ،تعلیم یا ہنر پر توجہ دینے اور اسے محنت کا سبق سکھانے کی بجائے طاقتور سے آس لگاتے ہیں کہ سفارش کر کے مجھ غریب کے بچے کو نوکری لگوا دے۔
یہ ہے وہ گندا سسٹم جس کا ہم سب حصہ ہیں اور جس کا فائدہ اٹھاتے ہوئے ہم ہی کو دبایا جاتا ہے۔ تبدیلی کی ضرورت تھی اور یہ آ بھی رہی تھی مگر افسوس کہ اس کی آخری امید بھی ختم ہو گئی۔ شعور بیدار ہو نے لگا تھا ، سوال ہونا شروع ہو گیا تھا، حق اور باطل میں تمیز کا کم از کم احساس ضرور ہونے لگا تھا، پرفارمنس کی بات ہونے لگی تھی، جسٹی فیکشین دی جانے لگی تھی۔ یہی وہ تبدیلی ہے جس کی ضرورت تھی اور اسی نے آہستہ آہستہ سسٹم کو ٹھیک کرنا تھا مگر افسوس کہ اس گندے سسٹم نے تبدیلی والوں کو ہی بدل دیا اور پھر یہ تبدیلی والے اپنی اندر ہی ہونے والی اچانک تبدیلی کیJustifications دینے لگے۔ یہاں بھی لالچ اور خوف نے کام دکھایا۔ خوف کہ پتہ نہیں اگلے دس سال تک ایسے ہی دھکے کھاتے رہیں گے اور لالچ کہ کسی طرح اقتدار ہاتھ آجائے۔ پھر اسی خوف اور لالچ کی وجہ سے ان طاقتوروں کو ساتھ ملانا پڑا۔
حل ہے، اور وہ ہے تربیت اور تعلیم ۔ تربیت تو ختم ہو گئی کہ ماں کہ پاس ڈراموں اور موبائل سے فرصت نہیں اور باپ کو تربیت کے برعکس بچے کے مستقبل کی فکر ہے۔ پھر سکول کا سہارا لیا اور تعلیم کے ذمے چھوڑ دیا۔ اب وہ تعلیم جس کا مقصد انسان کو انسان بنانے کے برعکس ڈاکٹر ، انجینئر، وکیل، جج، افسر، بیوروکریٹ بنانا ہواور انسانیت سکھانے کے برعکس نوکری کا حصول اور دولت کمانا ہو، اس سے مسئلہ حل نہیں ہو گا۔ بنیاد پر جاتے ہوئے خوف اور لالچ کو ختم کرنا پڑے گا اور اس کے لئے ایسی تعلیم کی ضرورت ہو گی جو انسان کو انسان بنائے، انسانیت سکھائے اور ایمان کو مضبوط کرتے ہوئے خوف اور لالچ کو کم کرے۔تبدیلی والوں، نظریے والوں، احتساب والوں، روٹی کپڑا مکان والوں سے توقع رکھنا عقلمندی نہیں کہ یہ سب ایک ہیں اور سب سے اہم کہ یہ سب وہی ہیں جو ہم ہیں۔ پہلے اندر تبدیلی لائیں، پھر باہر کی تبدیلی کی توقع رکھیں۔
