“Experts should prepare a report with complete honesty, knowing that God is present. This is a matter of the health and life of my children and the children of the entire nation.”
These were the remarks of Justice Saqib Nisar during the hearing of the suo motu notice regarding defective and adulterated milk at the Supreme Court’s Lahore Registry. The Supreme Court ordered that the packaged milk of all domestic and foreign companies be tested and that the analytical report be submitted within four weeks.
The Truth About Milk Must Be Established
It is very important to go to the depth of the matter so that milk becomes milk and chemicals become chemicals. I drink it, you drink it, people of every age drink it, but most importantly, children drink it. Milk is the basic food of children, and their growth depends upon it.
Now we must determine whether what we are feeding these innocent children with our own hands is actually milk.
Milk is not only consumed as a beverage. Ghee, butter, yogurt, cheese, cream, sweets, bakery products, and many other items in our daily diet are also made from milk.

Real Milk Comes from Animals
It is important to understand that whether this white liquid is consumed directly, used to whiten tea, or processed into various dairy products, the foundation of everything is real milk.
There should be no confusion that genuine milk is naturally obtained from cows and buffaloes. Sheep, goats, and camels are also important sources of milk.
Whether milk extracted from these animals is sold in traditional containers, packed in cartons or pouches, converted into yogurt, butter, cheese, sweets, bakery products, ice cream, or used in tea whitening products, it remains acceptable.
However, if there is no milk obtained from animals in the preparation of milk or milk products, then regardless of the name or attractive packaging, serious questions must be asked before accepting it.
The Real Challenge Is Chemical Adulteration
Someone once said to a milk seller, “You should be ashamed of mixing water into milk.” He replied, “I swear to God, I only add water—not formalin. Why should I be ashamed?” This reflects the disturbing reality that milk adulteration today extends far beyond simply adding water.
There should be a genuine crackdown on the adulteration of milk with chemicals and various substandard powders. Such action should not remain limited to milk packed in cartons or pouches. Every part of the milk collection system, including the open milk market, dry and liquid tea whiteners, and other dairy substitutes, should be thoroughly investigated to uncover the truth.
The scope of this investigation should also include butter, ghee, cheese, sweets, bakery products, and every food item made from milk.
The only objective should be to determine whether what consumers receive in the name of milk is genuinely obtained from animals or is something entirely different.
The Future of the Livestock Sector Depends on Genuine Milk
One fact must be remembered. The survival of Pakistan’s veterinary sector depends upon the survival of livestock. The survival of livestock depends upon the efforts of farmers and investors. Their prosperity, in turn, depends upon the market value of livestock products. The most important product of Pakistan’s livestock sector is milk.
Therefore, it is essential that the milk produced by Pakistan’s livestock is utilized within the country, regardless of the form in which it is marketed.
A Transparent Dairy Industry Benefits Everyone
Three, four, or five hundred professionals associated with the milk collection system continuously praise Pakistan’s milk processing and packaging industry while emphasizing quality and standards.
If they are confident that the milk processed and packed anywhere in Pakistan is genuinely milk, and that every drop inside those cartons originates from animals, then that is certainly a positive development.
As Pakistan’s population continues to grow, demand for milk will also increase. Consequently, the market for packaged milk will expand. More milk will be purchased from farmers, their products will gain value, farmers will become prosperous, and they will continue investing in more animals.
As a result, the livestock sector will grow, creating employment opportunities for professionals throughout the veterinary and dairy industries.
If Genuine Milk Is Replaced, Everyone Will Lose
However, if the reality is otherwise, and the slogans raised to protect a few jobs hide the fact that only a small proportion of packaged milk actually comes from animals, then the importance of imported low-quality powders and chemicals will continue to increase.
The value of livestock and genuine milk will decline. Farmers and investors will suffer financial losses. Dairy farms and livestock holdings will gradually disappear. Milk collection systems will become unnecessary. Those currently employed in the sector may themselves become victims of downsizing.
Ultimately, livestock production will decline while the nation continues believing it is consuming milk, when in reality it may be consuming chemicals.
And one more thing—the destruction of livestock ultimately means the destruction of the veterinary profession itself.
Experts Carry a Moral and Professional Responsibility
Today, experts carry both a moral and professional responsibility to produce an honest report based on proper sampling and scientific testing. Morally, because the health and lives of the nation’s children are directly linked to this issue. Professionally, because Pakistan’s livestock sector stands at a critical crossroads.
Such opportunities do not come repeatedly. If vested interests and external pressures prevail today, it will not simply be a failed report—it will be the failure of Pakistan’s entire livestock sector.

بہت ضروری ہے کہ معاملے کی گہرائی تک جایا جائے تاکہ دودھ کا دودھ اور کیمیکل کا کیمیکل ہو جائے۔ میں بھی پیتا ہوں، آپ بھی پیتے ہیں، ہم میں سے ہر عمر کا شخص پیتا ہے، سب سے اہم بچے پیتے ہیں، بچوں کی بنیادی خوراک ہے، بچوں کی نشوونما کا انحصار اس پر ہے، اب دیکھنا تو پڑے گا کہ جو اپنے ہاتھوں سے ان بے زبان معصوموں کو پلایا جا رہا ہے وہ دودھ ہی ہے۔ صرف پینے کے لئے ہی نہیں بلکہ گھی، مکھن، دہی، پنیر، کریم، مٹھائیاں، بیکری سمیت ہماری معمول کی خوراک میں شامل بیسیوں ایسی اشیاء ہیں جو دودھ سے بنتی ہیں ۔
اس بات کو سمجھنا بہت ضروری ہے کہ یہ سفید مشروب چاہے پینے کے لئے ہو یا کالی چائے کو سفید کرنے کے لئے یا پھر اس سے بنی کوئی اور پروڈکٹ،سب کی اساس دودھ ہے، اصلی دودھ۔اب اس میں شک نہیں ہونا چاہئے کہ اصلی دودھ گائے اور بھینس سے قدرتی طور پر حاصل ہوتا ہے۔ اس کے ساتھ ساتھ بھیڑ، بکری، اونٹنی بھی دودھ کے ذرائع ہیں۔ان جانوروں سے نکالا گیا دودھ چاہے پتیلے میں فروخت ہو یا لفافے میں ،گتے کے ڈبے میں بند ہو یا پولی تھین کے پاؤچ میں ، جما کر دہی کی شکل میں بدلا ہو یا پکا کرمٹھائی میں، مکھن ہو یا پنیرہو، بیکری ہو یا آئس کریم، یا پھر کالی چائے کو سفید کرنے والا محلول ؛قابلِ قبول ہے۔ ہاں اگر دودھ ہو یا دودھ کی کسی بھی پروڈکٹ کی تیاری میں جانور سے حاصل ہونے والے دودھ کا عمل دخل نہیں، تو چاہے اسے جو مرضی نام دیکر جیسی بھی خوبصورتی سے پیش کریں، قبول کرنے سے پہلے سوچنا ضرور پڑے گا۔
گوالے سے کہا کہ شرم کرو کہ دودھ میں پانی ملاتے ہو، کہنے لگا خدا قسم پانی ہی ملاتا ہوں اور فارمالین تو نہیں، پھر شرم کس بات کی۔ دودھ میں ملاوٹ تو ایک طرف کیمیکلز اور مختلف غیر معیاری پاؤڈروں سے بنے دودھ کے خلاف صحیح معنوں میں کریک ڈاؤن ہونا چاہئے ۔ اس سلسلے میں صرف ڈبوں یا لفافوں میں پیک دودھ تک محدود نہیں رہنا چاہئے بلکہ کھلے دودھ اور خشک و مائع ٹی وائٹنر کے ساتھ ساتھ دودھ اکٹھا کرنے والے ہر سسٹم کی گہرائی تک جا کر اصل حقیقت معلوم کرنی چاہئے۔ صرف دودھ تک ہی نہیں بلکہ دودھ سے بننے والی اشیاء مکھن، گھی، پنیر، مٹھائیوں اور بیکری تک کو اس دائرہ کار میں لانا چاہئے۔ مقصد صرف یہ جاننا ہے کہ دودھ کے نام پر جو ہمیں پلایا یا کھلایا جا رہا ہے کیا وہ اصل میں جانور سے حاصل ہونے والا دودھ ہے یا کچھ اور ۔
ایک بات ذہن نشین رکھنی چاہیے کہ پاکستان میں ویٹرنری سیکٹر کی بقا کا انحصار لائیوسٹاک کی بقا پر ہے اور لائیوسٹاک کی بقا کا انحصار فارمر اور سرمایہ دار کی کوشحالی پر ہے جبکہ فارمر اور سرمایہ دار کی خوشحالی کا انحصار لائیوسٹاک سے حاصل ہونے والی اشیاء کی مارکیٹ پر ہے۔ لائیوسٹاک سیکٹر کی بنیادی پراڈکٹ دودھ ہے۔ ہمارے لائیوسٹاک سے حاصل ہونے والے دودھ کا استعمال ہمارے ملک میں، چاہے کسی بھی شکل میں ہو ، ہونا بہت ضروری ہے ۔ تین چار پانچ سو پروفیشنلز جو دودھ کے کولیکشن سسٹم سے تعلق رکھتے ہیں ،دودھ کے پیکنگ سسٹم کی تعریفیں کرتے نہیں تھکتے اور کوالٹی اور معیار کے گلے پھاڑ پھاڑ کر نعرے لگاتے ہیں؛ اگر وہ سمجھتے ہیں کہ پاکستان میں کسی بھی جگہ پیک یا پراسیس ہونے والا دودھ ، دودھ ہی ہے اور اس پیکٹ میں ہلتے مائع کا قطرہ قطرہ جانوروں سے حاصل ہوتا ہے ، تو بہت اچھی بات ہے۔ آبادی میں تیزی سے اضافے کے ساتھ جیسے جیسے دودھ کی مانگ میں اضافہ ہو رہا ہے ویسے ویسے ڈبے کی دودھ کی مارکیٹ بڑھے گی، فارمر سے زیادہ سے زیادہ دودھ خریدا جائے گا، اس کے دودھ کی وقعت ہو گی تو وہ اچھا کمائے گا ، خوشحال ہو گا اور جانوروں کی تعداد میں اضافہ کرتا چلا جائے گا۔ لائیوسٹاک سیکٹر ترقی کرے گا اور لائیوسٹاک سیکٹر سے متعلقہ سارے پروفیشنلز کے لئے کام کے مواقع بڑھیں گے۔ ہاں اگر صورت حال اس کے برعکس ہے اور یہ چند لوگ اپنی نوکریاں بچانے کے لئے مجبوری نعرے لگاتے ہیں جبکہ ڈبوں اور لفافوں میں جانوروں سے حاصل ہونے والا دودھ برائے نام ہوتاہے تو پھرغیر معیاری پاؤڈر اور کیمیکل کی اہمیت میں اضافہ ہوتا چلا جائے گا، جانوروں اور ان کے دودھ کی وقعت میں کمی آتی چلی جائے گی، فارمر اور سرمایہ کار تباہ ہوتا جائے گی، فارم اور باڑے بند ہوتے جائیں گے، کولیکشن سسٹم کی ضرورت نہیں رہے گی، یہ چند لوگ ڈاؤن سائزنگ کا شکار ہو کر گھروں کو آ جائیں گے، لائیوسٹاک تباہ ہو جائے گا اور یہ قوم دودھیا کیمیکل پی پی کر طاقتور ہونے کے دعوے کرتی رہے گی۔ اورایک بات اورکہ لائیوسٹاک کی تباہی کا مطلب ہے کہ پروفیشن کی تباہی۔
ہاں تو اب ماہرین کی اخلاقی اور پیشہ ورانہ ذمہ داری ہے کہ درست سیمپلنگ اور ٹیسٹنگ کے بعد اصل رپورٹ سامنے آئے۔ اخلاقی اس طرح کہ اس قوم کے بچوں کی زندگیوں کا تعلق اس معاملے سے ہے اور پیشہ ورانہ اس طرح کہ اس وقت لائیوسٹاک سیکٹر دوراہے پر کھڑا ہے۔ ایسے مواقع بار با نہیں آتے۔ اگر آج مفادات اور دباؤ کامیاب ہو گئے تو پھر ناکامی لائیوسٹاک سیکٹرکی ہو گی ۔
